Description

The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, intends to solicit a contract modification for negotiation with Sikorsky, A Lockheed Martin Company, on a sole source basis under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to incorporate additional deployable configuration changes for CH-53K Low Rate Initial Production (LRIP) lot 1 aircraft. The scope of this work includes tasks necessary for the incorporation of the additional deployable configuration changes, including Non-Recurring Effort, Aircraft Systems Engineering and Program Management, and installation of material and components. �The intended contract will be issued as a modification to delivery order N0001920F0157 under the Basic Ordering Agreement N00019-19-G-0029. This requirement will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that SAC is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. SAC is the designer, developer, and sole producer of the CH-53K aircraft and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner.
