- MEDICAL TECHNOLOGIST REQUEST FOR INFORMATION This Request of Information (RFI) is to seek potential socio-economic concerns SDVOSBs/VOSBs only who may be able to provide Medical Technologists Services for Bath VAMC. This RFI is IAW 38 USC 8127 (C), FAR Part 6.302.5 and FAR Part 10. This RFI does not guarantee any future procurements/awards with the Department of Veterans Affairs. REQUIREMENT: Medical Technologists Services PLACE OF PERFORMANCE: Bath VAMC ADDRESS: 76 Veterans Ave. Building 76, 2nd FL. Lab Bath, NY 14810 DESCRIPTION OF SERVICES: Albany VAMC has an IMMEDIATE need for certified Medical Technologists to perform services on-site only at the Department of Veterans Affairs (VA) Bath Medical Center to work within the Pathology Laboratory. Technologists shall be required to work forty (40) hours a week during business hours from 12:30pm to 9:00pm est., to include coverage when VA needs additional coverage due to sick leave, personal leave, vacations, and any additional required coverage. There will be no on call, weekends or holiday coverage required. Medical Technologists will be required to train with VA Staff until able to work unsupervised. Pricing will be Firm Fixed Price, to include offering of travel and lodging reimbursement for those contractors who are located outside of the commuting distance as per Federal Travel Regulation and GSA Policy and Procedures. QUALIFICATIONS: PREFERRED: Medical Technologist certified by ASCP or AMT Bachelor s Degree from an accredited college or university Completion of an approved Medical Technologist Program MT, MLS or CLS certification from ASCP or AMT At least 3 years of experience post-certification working as a generalist in Chemistry, Hematology, Coagulation and Urinalysis Experience working in a DoD or VA setting (experience with Vista Lab Information Computer System) Minimum Qualifications would be: Medical Technologist ASCP or AMT Bachelor s Degree from an accredited college or university Completion of an approved Medical Technologist Program MT, MLS or CLS certification from ASCP or AMT At least 1 year of experience post-certification working in Chemistry, Hematology, Coagulation and/or Urinalysis LAST RESORT QUALIFICATIONS: ASCP Medical Laboratory Technician with: Associates Degree from Accredited college or university Completion of an approved Medical Laboratory Technician 3 years of experience The professional certification indicates that the technologist has demonstrated specific competency in the appropriate specialty and taken and passed the designated examination. Scope of services: Contractor s Medical Technologists (as appropriate and within scope shall be responsible for providing Medical Technologist services with no direct supervision Receives and if required, accessions into the Laboratory Information System (LIS), various specimens, e.g., blood, urine, body fluids, bacterial cultures. Checks requests to ensure that all pertinent information required to generate and communicate test results to the ordering clinician is provided. Performs manual WBC (White Blood Count) differentials and red cell morphology tests. Performs manual hemocytometer counts for some body fluids Performs manual urine microscopic examinations Perform manual gel and manual tube testing for transfusion services department to include ABO type, RH, antibody screen, compatibility testing, direct antiglobulin test, antibody identification, transfusion reaction workups. Evaluates and determines the suitability of specimens for analysis and requests new specimens if the originals are unsuitable. Prepares specimens for analysis, ensuring that the physiologic state of properties is maintained. Operates the following Clinical Pathology analyzers, demonstrating full competence with the equipment Chemistry (routine/immunological), i.e. Siemens Vista and Atellics Hematology and coagulation, i.e. Sysmex XN2000, ACL Top 350 Urinalysis, i.e. Clinitek Advantus Cepheid GeneXpert & Infinity ABL Blood Gas Analyzer BD Affirm Releases verified (within quality control guidelines) patient results to the LIS Responsible for instrument maintenance Able to troubleshoot and correct minor instrument malfunctions Conducts quality control procedures of reagents and products and ensures accurate and precise test results according to regulatory standards Performs and successfully completes proficiency testing (CAP or internal) on blind specimens according to policy. Logs data into patient information systems and updates file systems for tests performed. Applies the professions code of ethics in all aspects of practice. Communicates with patients, clinicians, coworkers, and supervisor(s) in a courteous, tactful, friendly, and cooperative manner Adheres to all facility level and service level policies and procedures including those related to infection control, patient safety, emergency procedures and communication of critical results. TYPE OF CONTRACT: Firm Fixed Priced BPA or IDIQ Per Diem Allowable for: Car Rental Lodging Air Fare one round ticket There will be no Per Diem for Meals, incidentals, or mileage Estimated Projected FTE Requirement: 1 FTE, (2,080 hours) Full time 40 Hour Work Week Period of Performance: Base Period of nine (9) months, with the possibility of five (5) three (3) month option periods based on the Government s needs. All applicants are required to meet qualifications as per PWS. Readily available candidates packages shall be submitted by Response time.
