- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. MIL-STD-2003-1A (SH), Sept 2009, Electric Plant Installation Standard Methods for Surface Ships and Submarines (Cable) MIL-DTL-15024F, General Specification for Plates, Tags, and Bands for Identification of Equipment MIL-DTL-24643(series), General Specification for Cables and Cords, Electric, Low Smoke, for Shipboard Use. 3.� REQUIREMENTS 3.1� General. 3.1.1� CIR.� The Contractor shall submit a CIR for the inspections listed in the following paragraph(s): None. 3.1.2� Tech Rep.� The Contractor shall provide the services of a certified Tech Rep, who is familiar with the 723Plus Digital Marine Control system configuration and initial setup to accomplish the following tasks � on site: ��������������� Provide manufacturer�s proprietary information, software, and tools pertinent to the equipment/system. ��������������� Assist with proper repair methods, and ensure compliance with manufacturer�s procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system. 3.1.2.1� Ensure the Tech Rep is an OEM Certified Representative for the system/equipment stated above and demonstrated on their r�sum�. 3.1.2.2� Submit the name and� r�sum� of� the Tech Rep to the COR at the Arrival Conference. 3.1.3� Protective measures, General.� The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces in the vicinity of the work area against contamination during the performance of work.� Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. 3.1.4� Interferences.� The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). 3.2�� Scheduled Maintenance Procedures � The Contractor shall ensure all scheduled maintenance listed in section 6.d.(3) of this TCTO� is completed and up to date to prove satisfactory operational condition of the main propulsion engines. 3.3�� Operational test, general - initial.� Prior to commencement of work, the Contractor shall witness a test of existing operational condition by performing pre-operational tests of all items or shipboard devices to be disturbed, used, repaired, or altered, as listed.� Submit a CFR. 3.4�� Engine inspection and adjustments.� Prior to accomplishing the main propulsion engine digital marine control replacement, the contractor shall conduct the procedure to inspect and make adjustments to the main diesel engines (MDEs) in accordance with Tech Pubs listed in section 6.d.(2) of this TCTO. NOTE Coast Guard personnel shall test run both MDE�s to ensure they are capable of achieving rated engine horsepower. 3.5� Surface Preparation.� The Contractor shall prepare, prime and coat all disturbed metal surfaces in accordance with SFLC Std Spec 6310, 2012, Requirements for Preservation of Ship Structures.� All affected work areas shall be restored to their clean pre-installation condition. 3.6� Electrical work.� The Contractor shall accomplish all electrical work in accordance with SFLC Std Spec 3042, and test cables in accordance with SFLC Std Spec 3041.� Existing wire ways shall be utilized for new cable runs as much as possible. NOTE Do not permanently remove the interconnecting wires.� Tie them back for re-connection. 3.6.1� Remove the obsolete Woodward Governor 721 Digital Marine Control, PN: 9907-210.� Refer to Drawing 225-WLB-252-004 and Figure 1 leaving the interconnecting wiring tied back for reconnection.� 3.6.2� Install new identification sleeving to the connections as required.� For example: wire # K-1PD 196 was attached to 721 terminal 26, it is now attached to 723+ terminal 30.� �FIGURE 1 3.6.3� The Contractor shall dispose of all equipment, cabling and miscellaneous hardware that is not to be re-used for the installation in accordance with the cognizant Coast Guard inspector.� Material that is removed that is considered hazardous or a bio-hazard shall be disposed of in accordance with COMDTINST M4500.5D, Personal Property Management Manual and applicable Federal, State and Local regulations.� 3.7� Equipment Installation 3.7.1� The Contractor shall have a marine chemist certify all affected spaces are �Safe for Hot Work�, (Refer to COMDTINST M9000.6F and NSTM Chapter 074, Vol. 3). 3.7.1.1� The Contractor shall maintain the gas free certification by a competent person throughout the duration of this installation.� (Refer to COMDTINST M9000.6F and NSTM Chapter 074, Vol. 3). 3.7.2� The Contractor shall install all equipment using proper methods and standards found in referenced documents on the Installation drawings, references 6.d.(1).� Use the Installation drawings for locations, materials and connections.� Prepare, prime and coat all disturbed metal surfaces in accordance with the Installation drawings.� All affected work areas shall be restored to their clean, pre-installation condition.� Route all cables, using existing cable runs where possible, making individual breakouts as required.� Install aluminum cable tags in accordance with paragraph 5.6 of MIL-STD-2003A Section 4, stamped in � inch high raised letters, in accordance with MIL-DTL-15024F type C stamped aluminum plate.� Individual markings shall be as shown on the Installation drawings listed in section 2. References.� Install Equipment Identification Nameplates in accordance with MIL-DTL-15024F type F laminated plastic plate.� FIGURE 2 3.7.3�� Governor control system installation.� The Governor control system consists of Woodward Governor 723PLUS Digital Marine Control (DMC) part number 9900-0500, the second magnetic pick-up for engine speed, and the interconnecting cabling.� The Contractor shall install each DMC and re-connect the wiring in each Main Engine Control & Annunciator Panel in accordance with the Installation drawing listed in section 2. References.� 3.7.4� The Contractor shall install each magnetic pick-up and interconnecting cable to the associated DMC.� FIGURE 3 �3.7.5� The Contractor shall re-connect each Fuel Rack Feedback Transducer to its respective DMC as shown by the Installation drawing, reference 6.d.(1).� FIGURE 4 FIGURE 5 FIGURE 6 3.7.6� Network Interface system installation.� The Network Interface system consists of a Network Interface Box containing the RS-232 to RS-422 converter, power supply, a local 10� computer cable with a DB9 female plug for serial connection to a laptop or notebook, and a hardwired network serial connection to the Engineering Control Center for remote network access.� The Contractor shall install the Network Interface Box and all interconnecting cabling in accordance with the Installation drawing listed in section 2. References.� FIGURE 7 3.7.7� The Contractor shall install the Network Remote Access Box, DB9 connector, and the interconnecting cabling to the bulkhead in the Engineering Control Center adjacent to Section 1 of the MPCMS.� FIGURE 8 3.7.8� Upon completion of all Installations, the Contractor shall verify all signals are sending and receiving and all new equipment is operating satisfactorily.� Verify all affected work areas have been restored to their clean, pre-installation condition.� 3.8� Operational Tests.� The Contractor shall perform a test of equipment installation for operation and verification.� Dockside and Underway Sea Trials Testing shall be performed in accordance with references(s) listed below upon completion of the installation and configuration set-ups by the equipment application engineers.� 3.8.1� The contractor shall complete the following operational Test Memorandums for Dockside and Underway Sea Trials. The contractor shall correct all problems, errors, or failures encountered during the testing procedures. 3.8.1.1� Enclosure #2:� (1)� 225� WLB PORT AND STARBOARD MAIN PROPULSION ENGINE 723PLUS DIGITAL SPEED CONTROL SYSTEM DOCKSIDE INSTALLATION TESTING PART 1 OF 2. 3.8.1.2� Enclosure #3: (1)� 225� WLB PORT AND STARBOARD MAIN PROPULSION ENGINE 723PLUS DIGITAL SPEED CONTROL SYSTEM UNDERWAY INSTALLATION TESTING PART 2 OF 2.�� 4.� NOTES 4.1� Block wiring diagrams.�� See attached Figure 9 for applicable block wiring diagram. 4.2� Test Memorandum Records.� The contractor shall retain completed electronic and hard copies of the completed Test Memorandums.
