- The Bureau of Indian Affairs (BIA) is seeking a 100% Native Owned Small Business Set Aside under the Buy Indian Act (25 U.S.C.), to provide the review and analyze existing procedures, tools, processes and engagements for monitoring the use of federal funds, including ISEP, ESEA, and IDEA funds. Provide BIE with a report of strengths, and opportunities including opportunities for consolidation and streamlining across DPA programs. To accomplish these requirements, the vendor will: 1. Review and recommend revisions to current DPA procedures, tools, processes, and engagements for monitoring the use of federal funds, including ISEP, ESEA, and IDEA funds. Provide BIE with a report of strengths and opportunities including opportunities for streamlining across DPA programs. 2. Work with DPA leadership and staff to construct revised and, when needed, new procedures, documentation, tools and processes that accomplish the goal of consolidated applications for funds and subrecipient monitoring for (1) tribally controlled schools, (2) BIE operated schools, and (3) schools located in the Navajo Nation. 3. Engage BIE�s DPA, school operations and other relevant staff to train and build BIE capacity to understand and implement the new procedures with fidelity. Train all BIE school administrators on the new procedures. Train and coach BIE schools on the effective consolidation of federal funds to achieve common cost objectives and improve student outcomes.
