Description
The US Army Corps of Engineers, Walla Walla District is seeking sources provide all materials, tools, equipment, and labor necessary to fabricate and deliver components for six (6) wicket gate locks as defined in the Scope of Work (will be provided during the solicitation period). The Contractor shall perform all fabrication to industry standards. Background: Generator Units 4-6 at Little Goose and Lower Granite Dam powerhouses were originally equipped with automatic wicket gate locks. The original design consists of a horizontally installed wedge actuated by a hydraulic cylinder. Throughout the years, the locks have been either modified or partially removed on some of the units in both project locations. The modifications to the mechanism have caused it to not function as originally intended in addition to making its operation inconsistent from unit to unit. The original wedge type locks have been removed on some units as this style lock could be overpowered by the force of the servos. Scope: New lock mechanism consists of a horizontal lock that slides a block in place to prevent movement of the servo. The lock will be operated by a spring-extend hydraulic cylinder such that the lock is held open by governor pressure and extends to the locked position upon loss of pressure. The lock will utilize a spring to extend the cylinder. The spring will be located within the hydraulic cylinder and will be an off� the shelf unit for ease of installation and maintenance. The existing stop plate will be used to hold the servo in place, once in place, the lock will have the ability to be locked out to stop the block from being retracted until the clearance is lifted utilizing an isolation valve on the hydraulic oil. The new lock will be installed on existing components utilizing existing pin and screw holes. The North American Industry Classification System (NAICS) code for this project is 332510 and the associated small business size standard is 750 employees. This is not a solicitation. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. Firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please do not respond to this notice unless you will be responding to the solicitation. 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work. 4) A statement of your firm's business size and type (Large Business, Women Owned Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Small Business, etc.). IF YOUR FIRM IS A LARGE BUSINESS, please indicate the approximate percentage of the work that you would expect to subcontract to small business concerns. 5) Name of firm with address, phone and point of contact. 6) CAGE Code and DUNS number or a copy of your System for Award Management (SAM) information.
