- Notice of Intent: Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Mitsubishi to supply the replacements of selected components of the existing HVAC system and installation of new supplemental units to support Building 264 Renovations and Addition of Squadron Operations project at Pease Air National Guard Base, Portsmouth, NH.� Throughout the first floor, there is a mix of reused and new heat pumps, all tying into existing roof mounted Mitsubishi condensing units for the VRF system. The new selected replacement and supplemental heat pump units have been designed around the existing Mitsubishi HVAC system and control that are to remain operational.� A supplemental VRF condensing unit module is being added to the existing banks of Mitsubishi condensing units to serve the second-floor heat pumps, which includes both existing heat pumps and new heat pumps. In order to provide functioning climate control to the people, equipment and infrastructure to at Pease Air National Guard Base, the HVAC systems at Building 264 are being upgraded as part of the renovation and addition to the building.�� Selected replacement of the existing Mitsubishi VRF system components and installation of supplemental units are required to support the proposed building upgrade.� The new units must be able to communicate seamlessly with the existing units and their control in order to operate properly. Communication among all components within an HVAC system is very specific to each brand for the system to properly operate, e.g.� the Mitsubishi outdoor condensing units will not be able to properly communicate and operate with indoor heat pump units of a different brand. �Essentially, the existing outdoor units would not be able to talk to the new indoor units of a different brand.� Additionally, each brand has their own piping layouts. Piping for units of a different brand differs from the Mitsubishi piping in terms of number of pipes, sizing, and branch box layouts. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Mitsubishi components and system.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. �All responses received within 15 days of the posting of this notice of intent will be considered by the Government.� A determination by the Government to require the brand name for the Mitsubishi HVAC components and system is solely within the discretion of the Government.� Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
