Description
This presolicitation notice is an announcement of a requirement for F-16 Flameholder (F100-PW-100, 200, 220, 220E engine models)Repair services on Holloman AFB. This acquisition requirement will be issued as an Indefinite Delivery � Indefinite Quantity (IDIQ) with an ordering period of two (2) years and zero (0) option periods. The IDIQ will contain a minimum of six (6) units and a maximum of fifty (50) units. DESCRIPTION OF WORK: The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to repair and inspect Flameholders, National Stock Number (NSN): 2840-01-326-4066. Services will also include the pickup of the units from HAFB, transport to repair/inspection facility, and delivery back to HAFB after completion of repair and inspection. The contractor shall inspect and repair Flameholders IAW manufacturer specifications and recommendations, in addition to technical guidance from United States Air Force (USAF) F100 Engineering Office. PERIOD OF PERFORMANCE (POP): The POP is for a two (2) year ordering period and zero (0) option periods; estimated start date will be approximately 30 days after closing date, which will be announced when the solicitation is posted. IMPORTANT NOTICES: All offerors must be approved and authorized to conduct flameholder repair services by the AFLCMC USAF F100 Engineering Office after having submitted a Source Approval Request (SAR) Package. Any potential offer not approved, may contact AFLCMC/LPEA2 F100 Engineering Office at (405)-734-7558 / DSN: 884-7558 or AFLCMC.LPEA2.Engineers@us.af.mil in order to submit a SAR, which may or may not be approved prior to closing date of this requirement. ***Offerors must submit their SAR with quote. All offerors must be registered in the System for Acquisition Management (SAM), https://www.sam.gov/SAM, which is a Government owned and operated FREE web site that consolidated the capabilities of Central Contractor Registration (CCR)/FedReg, Online Representations and Certifications (ORCA), and Excluded Parties List System (EPLS). You are required to create a user account to register and/or update your entity records (i.e., Commercial and Government Entity (CAGE) Code, Unique Entity Identifier (UEI) [new standard replacing the proprietary DUNS number], etc.) in SAM which were previously located in separate CCR and ORCA websites. This information is necessary in order to receive award consideration. All questions concerning this notice should be submitted electronically via email to the Points of Contact as indicated in this announcement. All information pertaining to this announcement, including technical (or other) questions and answers will be provided to/through the Contracting Officer/Contract Administrator ONLY to ensure equal distribution of information to interested parties via Contract Opportunities at https://beta.sam.gov. OTHER DETAILS: The Request for Quote (RFQ) and other attachments are anticipated to be posted sometime in January 2021 and MUST be downloaded from the Beta SAM website: https://beta.sam.gov. DO NOT REQUEST VIA MAIL as no paper copies will be issued. It is important to check this site frequently for any updates/amendments. When the solicitation and all associated documents have been downloaded, it is important to read the solicitation in its entirety because there are dates, terms and conditions that must be met by the prospective offeror in order for the quote to be considered responsive. The award date for this requirement is anticipated to be sometime in February 2021. �
