SOLICITATION NUMBER: 47PH0821R0001 This is a notice and not a request for proposals. As such, vendors are not to send capability statements or other such documents. TITLE OF PROJECT: Earle Cabell Federal Building Elevator Modernization Project DESCRIPTION OF PROPOSED WORK:� The General Services Administration (GSA), Public Buildings Service (PBS) is seeking an elevator contractor for the modernization of twelve (12) existing gearless traction passenger elevators, in two groups of 6 and one (1) gearless traction service Elevator No. 13. The elevator modernization project shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards for this project located at the Earle Cabell Federal Building, Dallas, TX. Any firm must be an elevator contractor firm under NAICS code 238290. The current small business size standard is $16.5 Million. It is anticipated that this project will take approximately 730 days to complete. Award of any resulting procurement will be based on a source selection employing a �Best Value Concept� methodology.�� GENERAL CONSTRUCTION REQUIREMENTS: �In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $5,000,000.00 and $10,000,000.00. Any firm other than small businesses will be required to submit a Small Business Subcontracting Plan with their proposal. LOCATION OF THE WORK:� Earle Cabell Federal Building, 1100 Commerce Street, Dallas, TX. THIS PROCUREMENT IS FOR FULL AND OPEN COMPETITION. TENTATIVE DATES: The solicitation will be issued on or about January 7, 2021. The proposal due date will be on or about February 9, 2021.�The date for a pre-proposal conference will be established and posted as part of the Solicitation package. �Site visits shall be conducted with a maximum of 10 people present to prevent exposure to and spread of the COVID-19 virus.� If necessary, multiple site visits will be scheduled to accommodate prospective proposers. �Attendance at this conference is vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. �Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Award is anticipated to be on or about March 25, 2021. The period of performance is 730 calendar days after notice to proceed; 50 calendar days have been included for security clearances, all remaining time is for submittals, material procurement and construction. PROCEDURES FOR AWARD:� A solicitation will be issued requesting a written technical and price proposal.� Offers must be received by the email address of the GSA Point of Contact (POC) listed herein on or before the date and time established for receipt of offers.� The date and time of receipt will be established according to the Government computer system�s documentation showing the exact official time of receipt by the GSA POC listed herein and not by the time the electronic proposal was sent by the Offeror or received by the GSA server.� It is the Offeror�s responsibility to ensure proposals are complete and submitted early enough to be received by the GSA POC before the deadline, and to confirm receipt before the deadline. Proposals or portions of proposals which are received by the GSA POC later than the time noted within will be rejected and will not be considered. NOTE:� The maximum file size is 25 MB.� GSA has occasionally experienced delays in delivery of emails from the GSA server to an email account.� Therefore contractors/offerors need to plan accordingly.��� �WARNING:� Consistent with GAO case law on the issue of �late-is-late rule� related to electronically submitted proposals, GSA will strictly comply with and enforce FAR 52.215-1(c)(3)(ii)(A).� Pursuant to GAO�s application of FAR 52.215-1(c)(3)(ii)(A), an electronically submitted proposal that is received late will not be considered unless (1) it is received before award is made, (2) the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and� (3) it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals.� FAR 52.215-1 (c)(3)(ii)(A)(1). The Government will make award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government intends to evaluate each proposal for technical acceptability based upon the five following non-cost factors: (1) Technical Approach, (2) Experience, (3) Schedule, (4) Past Performance, and (5) Preventive Maintenance Approach.� It is the Government�s intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions. PLAN AVAILABILITY:� �The solicitation will be available for electronic download at no charge from the beta.sam.gov website under Contracting Opportunities.� AMENDMENTS TO SOLICITATION:� It is the offeror's responsibility to monitor beta.sam.gov for the release of any amendments. BONDING:� A bid bond is required as well as payment and performance bonds.� SECURITY:� Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check.� Specific security requirements will be contained in the solicitation.� ELIGIBLE OFFERORS:� All responsible firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management at www.sam.gov for registering their firm and completing representations and certifications.�
