- NOTE: The modification to this Sources Sought Notice is only being posted to correct the �Response Date� noted in the below instructions, which should be: **December 31, 2020, at 3:00 PM Central Standard Time (CST)** THIS IS A SOURCES SOUGHT NOTICE ONLY: In accordance with FAR 52.215-3, �Request for Information or Solicitation for Planning Purposes�, this announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of the interest, capabilities and qualifications of Service-Disabled Veteran-Owned Small Businesses (SDVOSB�s), in accordance with the requirements of Public Law 109-461. PROJECT DESCRIPTION Southeast Louisiana Veterans Healthcare System (SLVHCS), 2400 Canal Street, New Orleans, LA, has a requirement for A/E services to furnish professionals for all required disciplines, equipment, and travel to perform a comprehensive building and equipment survey of the New Orleans VA Medical Center. The selected AE will be required to provide the VA with a set of updated architectural drawings, plumbing drawings, and mechanical duct system drawings upon completion. There are other ongoing utility service coordination projects. The selected A/E shall provide the VA with a plan of integrating all changes from these into the final set of updated drawings. PROJECT BACKGROUND The construction and activation of the replacement VA medical center in New Orleans, Louisiana was completed in 2015. During construction and post activation, changes were made to the character of the bid plans and majority of those changes were not redlined or recorded on the final set of drawings issued to the VA. At this time, the current set of facility drawings only reflect approximately 60% of actual completed construction, exact location of building service equipment routing, and post activation necessitated changes. This inaccuracy has led to inflated costs from contractors. Maintenance work for the facility can also not be performed accurately. This project requires: (1) a comprehensive field verification to verify and update facility drawings; (2) putting together an accurate set of architectural drawings, plumbing drawings, and mechanical duct system drawings for facility planning, maintenance, operations, compliance, and reporting. PROCUREMENT INFORMATION The proposed project will be a competitive, Firm-Fixed Price (FFP) contract utilizing methods prescribed in FAR 36.6 and VAAR 836.6 in selection of the top-rated highly qualified A/E firm to provide required services. Prospective A/E firms must be fully capable of providing the VA with an accurate set field verified and updated architectural drawings, plumbing drawings, and mechanical duct system drawings upon completion as described above. The applicable North American Industrial Classification System (NAICS) primary code is 541330, and Size Standard is $15.0 million. This notice is published as market research to determine if there are a sufficient number of SDVOSB�s capable of performing the requirements to warrant a solicitation set-aside. In order to be eligible as an SDVOSB a firm must be registered and verified as an SDVOSB in VetBiz at http://www.vip.vetbiz.gov/. All interested firms must be verified as SDVOSB�s in VetBiz at the time of submission of a proposal in accordance with VAAR 804.1103-70 in order to be eligible. An active registration in SAM is also required. Registration is available at www.beta.sam.gov. In accordance with VA Notice of Total Service-Disabled Veteran-Owned Small Business SetPage 3 of 3 Aside, a service disabled veteran-owned small business concern agrees that, in the performance of the contract, at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. CAPABILITY STATEMENT Interested parties responding to this Sources sought request shall submit the following information at a minimum: (1) Company name, address (to include any branch offices), point of contact with phone number, e-mail address, NAICS code(s), and DUNS number; (2) List of firm�s experiences in work performed of similar type and scope to include projects in progress and completed within the past 5 years. Specify work that was between $1,000,000 and $2,000,000. Please include status as prime or subcontractor. Also include contract numbers, NAICS code used (if known), project titles, short project descriptions and dollar amounts; (3) Proof of registration in the VA VetBiz website and verification by VA Center for Veterans Enterprise (CVE) or status of verification application and SAM registration; (4) Evidence of verification in Vet Biz as an SDVOSB firm under NAICS code 541330; (5) Evidence your firm has experience with campus wide OIT Infrastructure projects ; (6) Proof of professional liability insurance required to cover the amount of this project; **It is requested that interested contractors submit a response (electronic submission) of no more than 4 single sided pages that addresses the above information. The response date to this Sources Sought notice is **December 31, 2020, at 3:00 pm Central Standard Time (CST)**. This market research is for informational and planning purposes only to determine if a SDVOSB set-aside is appropriate. The Government will not pay any costs for responses submitted.
