- United States Department of State Foreign Service Institute George P. Shultz National Foreign Affairs Training Center Arlington, VA 22204 December 18, 2020 This Sources Sought is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this Sources Sought are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, entities that respond to this Sources Sought should not anticipate feedback with regard to submissions. The Government will not pay any cost incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the responding party's expense. The information provided in this Sources Sought posting is subject to change and is not binding on the Government. The Department of State, Foreign Service Institute is seeking information regarding the attached Draft Requirements Document. Please carefully review the Draft Requirements Document and respond according to the directions stated below. Should this requirement be synopsized via the GPE, the government intends to solicit for this requirement under FAR Part 12 with Simplified Acquisition Procedures from FAR Part 13. Sources Sought Responses/capability statements should include the following: 1.�Contact information: a.�Name of company b.�DUNS number c.�Institutional or organization affiliation (if applicable) d.�Email address e.�Phone number 2.�Brief Summary of relevant corporate experience providing and/or implementing a similarly scoped and scaled requirement. 3.�Recommendations to improve or clarify the draft requirements document; 4.�Any additional information that may benefit the Government to refine the draft requirements document. 5.�Please provide a notional price estimate to meet the requirements. The government encourages and invites vendors to provide multiple notional pricing strategies in order to maximize savings for the agency. All price quotes are understood to be theoretical, notional, and nonbinding. 6.�Recommendations on the appropriate NAICS code/PSC for this requirement. 7.�Please provide recommendations for a procurement strategy to include most appropriate contract vehicles, GWACs, BPA, ID/IQ, etc. 8.�Specific feedback on our requirement as follows: a.�Is this draft requirements document best solicited as a SOO, PWS, or SOW? b.�In your judgement, what elements of the draft requirements document represent the relatively highest cost elements? c.�What changes to the requirements document would you recommend in order to reduce the estimated price? Do not include the following in the response: 1.�Do not submit formal proposals or offers; 2.�Do not submit requests to be considered for award or to be notified of a future solicitation; as a courtesy to vendors who submit Sources Sought capability statements, responding vendors will be notified should the government elect to issue a formal RFP/RFQ at a later date. 3.�Do not submit requests to be added to a mailing or distribution list; 4.�Do not submit questions or comments not related to this Sources Sought; 5.�Do not respond via telephone.
