Page 3 of 3 DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought 36C24621Q0190 OVERVIEW The Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for services to complete the below scope of work. The place of performance will be the hospital campus of the Hampton VA Medical Center in Hampton, Virginia. Forward all questions to the point of contact identified below. This is not a pre-solicitation notice, but the magnitude of construction for this project is currently between $500,000 and $1,000,000 but is subject to revision prior to release of a solicitation. SCOPE OF WORK Provide construction services for the removal and replacement, and all associated mechanical, electrical and plumbing as per attached plans and specifications at Hampton, VA Veterans Affairs Medical Center. The contractor shall provide all tools, labor, materials (to include two (2) ADA compliant temporary ramps, two (2) new automatic door operators and associated operating accessories), equipment, supervision, and expertise required to perform general construction, alterations, removal of existing structures and construction debris as per contract drawings and specifications at buildings 137C, 114, and 83 located at the DEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER HAMPTON, VA 23667. SMALL BUSINESS REQUIREMENTS For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of set-aside requirements, if a solicitation becomes available, where the rule of two is met regarding a set-aside, including set-asides under 38 U.S.C. 8127 and 8128 for SDVOSB and/or VOSB firms registered in the VIP database, in accordance with priorities set by regulation. NAICS CODE: 236220, Commercial and Institutional Building Construction (SBA Size Standard: $39.5 million annual revenue) PRODUCT OR SERVICE CODE (PSC): Y1DA, Construction of Hospitals and Infirmaries THERE IS NO SOLICITATION AT THIS TIME. This request for capability information and does not constitute as a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. If not, has it been registered, or does it plan to register? (4.) Is your firm capable of performance and Payment bonds for a project valued between $500,000 and $1,000,000. (5.) Does your firm have experience in working at a Veteran Administration Medical Centers? If so, how many years of experience? (6.) Does your business have experience in ADA compliance? If so, how many years of experience? Additional information may be requested by the Contracting Officer at a later time. CONTRACTOR RESPONSIBILITY The prime source is registered in the Vendor Information Pages (VIP) database at http://www.va.gov/osdbu, if applicable. (This is only applicable to firms meeting Small Business Administration (SBA) and VA requirements for Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) programs.) The prime source has completed submission of the current cycle, for calendar year 2020, VETS-4212 Report at http://www.dol.gov/vets/programs/fcp/main.htm (for federal contracts in the amount of $150,000.00 or more, performed during the current cycle). The prime source has favorable (satisfactory) past performance information for federal contracts, as documented in Government databases, including the Federal Awardee Performance and Integrity Information System (FAPIIS) and Past Performance Information Retrieval System (PPIRS), where applicable. Where performance ratings less than satisfactory have been identified, the circumstances of those ratings may be requested during discussions, or the offeror may be eliminated from the competition.
