Description
This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses and large businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The DISA DSO is seeking information for potential sources for Strategic Spectrum Planning Services Support. The specific areas of focus are Electromagnetic Spectrum (EMS) architecture, spectrum reallocation and sharing initiatives, participation in national and international forums addressing policy and governance, EMS-related legislation and governance analysis, and readiness planning and reporting activities. The DISA DSO Strategic Planning Division (SPD) provides strategic spectrum planning services for the DoD including EMS architecture, reallocation and spectrum sharing initiatives, participation in national and international forums addressing policy and governance, and monitoring, analyzing, and advising on potential legislation and governance that may impact the DoD's use of the EMS. DSO SPD also performs a number of readiness planning and reporting activities, including the Agency Mission Essential Task (AMET) for Spectrum Management and Joint Force Readiness Report (JFRR) using the Defense Readiness Reporting System (DRRS). DSO also ensures alignment between the DISA Campaign Plan and DoD strategies. DSO SPD develops comprehensive and integrated spectrum planning along with long-term strategies for DoD spectrum access. SPD also assists the Office of the DoD Chief Information Office (Spectrum) in spectrum management policy, strategic planning, and oversight. SPD ensures continued access to spectrum resources for all DoD missions. Anticipated Award Date: August 2021 Anticipated Place of Performance: Contractor facility and DISA HQs in Ft. Meade, MD.
