- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Camera/Server Turnkey TR The Department of Veterans Affairs, Louis Stokes Cleveland Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, 44106, intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 423610 with a small business size standard of 200. The VA intends to solicit and negotiate with Zenith Systems, 5055 Corbin Drive, Cleveland, OH 44128 for Camera/Server Turnkey and Installation. Zenith Systems is the local service contractor for Lenel Systems, CCTV and integrated systems installations. They can provide the exact type of electronics service that is needed for the VA requirements for this geographical area and campus. This Video Surveillance system meets or exceeds all the requirements needed to maintain the Transitional Residency House facility in a safe secure state and accomplish daily VA safety and security requirements. The reliability of this camera and Server system was researched and found to be the most reliable for durability and maintenance related to the usage needs. They are certified in Lenel Systems, installation and programming, are a Value-Added Reseller (VAR), and have a current maintenance agreement, Contract 36C250118C0005, in place with the CLE VAMC, this will. Accordingly, Zenith Systems, is the only firm capable of providing the supplies and services without the Veteran s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. Other persons may identify their interest and capability to respond to this requirement by Monday, December 28, 2020 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
