NOTICE OF INTENT TO SOLE SOURCE � MxP quanit 500 kits THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTE This notice is for informational purposes only and is not to be construed as a commitment by the Government.� USDA/ARS/WHNRC in Davis, CA intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Biocrates Life Sciences Ag for MxP quant 500 kits. The kits required are used to examine the genome wide regulation of metabolically mportnat circulating small molecules using a model organism (mice).� These molecules have been quantified in our recent cross sectional study (humans).� To measure these accurately we need to perform targeted and quantitative liquid chromatography assays.� Do to the volume contraints of samples from mice we need a multiplex assay that can accurately quantify 100's of colecules in a small volume.� We need the exaxt same assay that has been used in a study of 360 subjects to compare the human data with our mouse genetic studies.� The exact same assay has been used in a study of 360 subjects with 4 timepoints.� Thus for our next analysis we need to use the exact same technology. The Sole Source Determination is based on FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive quotes, and no solicitation package is available.� However, firms that believe they can fully meet the government�s requirements may submit substantiating documentation in writing to the buyer via email Shelley.steen@usda.gov within 3�days after publication of this synopsis.� Such documentation will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis.� A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely with the discretion of the government.� Oral communication is not acceptable in response to this notice.
