Description

This is a combined synopsis/solicitation for commercial items (services) prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The Combined Synopsis/Solicitation number is W9123821QNEA4. This requirement is being solicited as Full and Open competition - The North American Industry Classification System (NAICS) code is 562991, the business size standard is $8 Million, and the Product Service Code is S222 Housekeeping- Waste Treatment/Storage. The Government will award a Firm-Fixed-Price (FFP) contract resulting from this Request for Quote (RFQ) to the responsible quote whose submission conform to the Combined Synopsis/Solicitation . This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any preparation cost. All Amendments wil be Identified at beginning of Project Description procedded by Amendment Number and Brief Description of Amendment. Project Description: The U.S. Army Corps of Engineers (USACE), Sacramento District is seeking to contract professional septic services for the New Hogan Lake Recreational Area. The contractor's work and responsibility shall include; all job planning, programming, scheduling, administration, inspection and management necessary to accomplish specified services. The contractor shall make sure that work is accomplished in accordance with the contract, PWS and all applicable laws, municipal codes, regulations, and/or written directives issued by the Contracting Officer. PERIOD OF PERFORMANCE: Base Year: 15 Fevruary 2021�to 14 February�2022� Option Year One (1): 15 Fevruary 2022�to 14 February�2023� Option Year Two (2): 15 Fevruary 2023�to 14 February�2024�� Option Year Three (3): 15 Fevruary 2024�to 14 February�2025� Option Year Four (4): 15 Fevruary 2025�to 14 February�2026� SUBMISSION REQUIREMENT: All interested firms shall submit a quote�in accordance FAR provision 52.212.-1 and shall include the information as stated below. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of requirements. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. (End of Clause) 52.217-7 Option for Increased Quantity-Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 15 Days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of clause) 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rate s may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of expiration date of period of performance. (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) 1. The Government may extend the term of this contract by written notice to the Contractor within 30 (insert the period of time within which the Contracting Officer may exercise the option); provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. 2. If the Government exercises this option, the extended contract shall be considered to include this option clause. 3. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years, 6 months. (End of clause)
