Description
The Department of Veterans Affairs intends to solicit quotes for Substance Use Disorder Program Residential Treatment Services for Veteran's Affairs Central California Health Care System (VACCHCS), Fresno, CA. A Performance Work Statement (PWS) and questionnaire will be included in the solicitation. The Request for Quotations number is 36C26120Q0470. The solicitation will result in the award of a single Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The applicable NAICS code is 623220, Residential Mental Health and Substance Abuse Facilities. This procurement is Unrestricted (both large and small businesses may submit quotations.) The intended IDIQ period is 5 years. Firms are highly encouraged to respond to the request in the attached document. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described in the attached Performance Work Statement. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the Contract Opportunities website, https://beta.SAM.gov. Offers from all capable and responsible business sources will be considered. Firms offering a response to this notice should ensure that their registration in the System for Award Management (SAM) database https://sam.gov/ is current and should ensure that the applicable NAICS code (623220) is included in the SAM profile prior to submission of quotation. Offerors are required to respond with the attached questionnaire, complete in its entirety. As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
