Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.� Solicitation number 12305BB21S1193 is issued as a request for quotation.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02.� The associated NAICS code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The USDA ARS is seeking firms who are authorized by the manufacturer, Thermo Fisher Scientific, to provide the USDA in Beltsville, MD with onsite diagnostic and repair services on one Orbitrap Mass Spectrometer, Model LTQORBITRAPXL, Serial Number 01129b.� This instrument is an advanced mass spectrometer that provides the USDA with valuable analyzed sample information.� It includes the latest version of automated spectral deconvolution, identification, and quantification software.� Currently, the instrument is not functioning.� Based on manufacturer telephone instrument support, the malfunction is a faulty turbopump, Part# Thermo-1272910 Turbopump 300. This requirement is to provide onsite instrument diagnostics and replacement of the turbopump in order to render the Orbitrap functional in accordance with all manufacturer operational and safety standards.� Diagnostics and repair of the existing Orbitrap must render instrument operational in accordance with all original manufacturer, Thermo Fisher Scientific, performance and safety specifications. Repairs must ensure that the Orbitrap is in full compliance with applicable requirements in the electromagnetic compatibility and manufacturer product safety standards.� In accordance with the manufacturer, unauthorized changes made to the Orbitrap will void regulatory compliance and may defeat built-in protections. Unauthorized changes include using replacement parts or adding components, options, or peripherals that Thermo Fisher Scientific has not qualified and authorized. Unauthorized changes can also result in bodily injury and/or damage to your system and laboratory. Therefore, diagnostics and repair services must be provided by an authorized manufacturer service representative. Any provided repair parts and software updates must be Thermo Fisher Scientific authorized for use in the Orbitrap and comply with all manufacturer standards for diagnostics and repair of the Orbitrap.� The service engineer must be authorized by the manufacturer to provide Orbitrap diagnostics to properly identify existing cause of failure and provide subsequent repairs with required manufacturer approved parts and software.� A.� Schedule: Requirement is for the following line items to be provided during the onsite visit: 1. Onsite Orbitrap Instrument Diagnostics to include all labor and travel� $______. 2. Provide all labor/parts to replace Part# Thermo-1272910 Turbopump 300� $______. Completion is 60 days after award. Firm fixed price quotations must include supporting information requested below. (a) Submit firm fixed price quotation for all line items specified under above Schedule.� The cost quoted must include all costs associated with delivery, FOB Destination, Beltsville, MD, 20705. (b) Submit descriptive capability statement that fully demonstrates capability to provide the specific required services that meet or exceed requirements identified in the solicitation. (c) Submit two Past Performance References with contact information for two recent contracts (within past three years) of contracts providing similar required services. (d) Completion of SAM Registration.� Offeror must have current Registration and completed Online Representations and Certifications in the System for Award Management (SAM).� The System for Award Management (SAM) is online at www.sam.gov.� Offeror certifies, by submission of quotation, that registration in SAM is current to include Online Representations and Certifications as of submission date of quotation in accordance with FAR 52.204-7, System for Award Management. Registration must remain active through final payment of any award resulting from this solicitation. Submit firm fixed price quotation, capability statement, and past performance by email to tim.smearman@usda.gov.� Respondents are responsible for ensuring receipt prior to January 6, 2021, 4 P.M. (EST) and include: The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price, technical capability, and past performance considered.
