Description
SYNOPSIS: The U.S. Bureau of Reclamation (BOR), Flaming Gorge Power Plant has a requirement to remove flooring and mastic adhesive which contains asbestos. This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Part 36- Construction and Architect-Engineer Contracts in conjunction with Part 13- Simplified Acquisition Procedures, as a 100% small business set aside. The BOR intends to issue a competitive firm fixed price construction solicitation for this requirement. SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4021Q0003 is anticipated for early January of 2021. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. BACKGROUND & SPECIFICATION OVERVIEW: The Flaming Gorge Power plant has asbestos flooring and mastic adhesive installed on the concrete sub-surface of various office areas of the power plant that will need to be removed and disposed of as prescribed by the statement of work (SOW). The abatement contractor shall furnish all tools, equipment, labor and materials necessary for the proper removal, containment, and disposal of asbestos containing materials in accordance with the SOW and all applicable asbestos regulations. To include but not limited to the National Emission Standards for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61, Subpart M, and any, and all other asbestos regulations, statutes, rules, etc. by any applicable governing authority. The abatement contractor shall include documentation that proves they are a Utah Licensed Asbestos Abatement Contractor for all work periods and shall ensure that all personnel who perform work on this project will have appropriate Utah asbestos certifications. There is approximately 1,681 square feet of asbestos containing material within various offices areas of the Flaming Gorge Power Plant. Contractor personnel shall also be responsible for removing all existing furniture and equipment from the work areas where the flooring and mastic adhesive will be removed. SITE VISIT: Due to the on-going pandemic and limited access requirements, an in-person site visit for this project is not anticipated at this time. Instead the Government intends to conduct a virtual site visit for highly interested vendors sometime during the month of January of 2021. Information regarding the site visit will be contained in the SOW section of the solicitation. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The estimated magnitude of this project is less than $25,000.00 PSC CODE, NAICS & SIZE STANDARD: The potential Product Service Code (PSC) is F108- Environmental Systems Protection-Environmental Remediation. The potential North American Industry Classification System (NAICS) code for this project is 562910- Remediation Services, with a small business size standard of no more than $22 million. SYSTEM FOR AWARD MANAGEMENT: The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Potential offerors must be successfully registered and maintain an active registration in the SAM database, found at https://www.sam.gov/SAM/, in order to be considered for a Government contract award.
