VISN 5 Blanket Purchase Agreement, BPA, FMS Projects section growing demands in Constructing Field. Projected February 1, 2021 to January 31, 2026. Place of Performance: Baltimore VA Medical Center Beckley VA Medical Center Louis Johnson (Clarksburg) VA Medical Center Martinsburg VA Medical Center Perry Point VA Medical Center Washington DC VA Medical Center OBJECTIVE The objective of this contract is to provide the Government with the required support services in the area of Sr. Engineers, Sr. Construction Inspector, Space Planner/ Sr. CADD Operator, and Engineer (Capital Asset Manager) and any other occupations as necessary. The required support services are required to meet the increasing demands currently being experienced by the VISN 5 Health Care Service. The contract ordering period will be 5 years, the services shall be for a duration of 120 days with an option to extend in 120-day increments for up to one (1) year. 2.0. SCOPE The government requires a broad range of professional and technical assistance related to construction field inspections, space planning/allocations, and drawing management. Note: The contracted employees shall not perform inherently governmental functions as defined in the Office of Federal Procurement Policy (OFPP) Letter 92-1, Inherently Governmental Functions and FAR 7.5, Inherently Governmental Functions. It should also be understood that no government employee will be supervising any contract employee and no contract employee will be supervising any government employee under this contract. Lastly, the contractor shall represent themselves as a contracted employee when engaged in official communications regarding government related program matters 3.0. TASK AREAS The contractor shall, as directed by the individual task order, support activities related to all or some the following areas described in each of the following task areas. Task Area 1: CONSTRUCTION FIELD INSPECTIONS The contractor shall provide construction related inspection support services that include: Field Inspections: 3.1.1 Perform field inspections to evaluate the work performed and materials used. 3.1.2 Verify quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates and applicable codes and regulations. Note deficiencies and deviations from plan and refer serious problems to the COR. 3.1.3 Maintain, update, and assure the accuracy of inspection records, project documentation and project files. Task Area 2: SPACE PLANNER The contractor shall provide space planning related services that include: 3.2.1 Assist in conducting functional space validations in the Medical Center. 3.2.2 Assist in making determinations in regard to space needs. 3.2.3 Assist in determination of the compatibility of existing space to organizational needs versus defining new space requirements. Task Area 3: CADD Services The contractor shall provide CADD services that include: 3.3.1 Maintain revision of contract drawings and makes architectural and engineering sketches. 3.3.2 Prepare CADD drawings to support field management related to building construction or renovations. 3.3.4 Update the As-built drawings from previous construction and renovation projects. Task Area 4: Sr. Engineer The contractor shall provide Sr. Engineering services that include: 3.4.1 Responsible for the engineering analysis, development, design of and the preparation of complete plans and specifications for new work and improvements. 3.4.2 Provides technical oversight and evaluation concerning all engineering disciplines as they pertain to all project work. 3.4.4 Independently responsible and accountable for determining the action necessary in the development and completion of design projects, coordination of a project staff which may include architects, engineers, engineering technicians, draftsmen, and clerk/typists and review of the final contract documents. 3.4.5 Surveys existing job conditions and confers with requesting medical center personnel to determine exact scope of project, phasing, impact on other medical center services and other specific design requirements 3.4.6 Determines how project(s) will impact medical center based on results of a risk assessment that could have a severe impact on patient care Task Area 5: Engineer The contractor shall provide engineering services that include: 3.5.1 Develops VAMHCS Space and Capital Asset Management Policy and Programs regarding the efficient and effective utilization of existing space and developing new space to VA Design Guide Standards. 3.5.2 Works closely with medical and administrative staff to determine optimum locations and size of clinical and administrative spacing to meet evolving health care requirements. 3.5.4 Exhibits expertise in the utilization of a variety of database/drafting programs, space and asset management systems, such as SCIP, CAI, AEMS/MERS Space File, VISTA Fileman, CAD/BIM/Revit, Vlogic iDrawings, FM Systems/FM Interact, and SEPG PFD. 3.5.5 Provides full scope project management duties in a variety of construction, repair and maintenance contracts involving civil, architectural, electrical and mechanical-systems and components 3.5.6 Performs or directs surveys and investigations to establish baseline data necessary to initiate design 4.0. KEY PERSONNEL Contractor shall assign a Program Manager (PM) and an Alternate Program Manager (APM) to oversee all aspects of the contract. These managers shall report to the COR, and CO as necessary/appropriate. The COR, and CO as necessary/appropriate will provide the contractor PM/APM instructions of what is needed for each task, and it will be the PM/APM responsibility to ensure all contract employees adhere to terms and conditions of the Construction Management and Related services contract and its orders. The PM/APM shall have full authority to commit the contractor on matters concerning the contract, etc., and they will be the contractor's authorized point of contact with the CO and be the supervisor for contractor employees assigned to the contract. Note: A copy of each contract employee s certified time card shall be electronically provided via email or hard copy to the COR for each pay period from the Program Manager/Company. Contractor shall provide a brief one paragraph synopsis of the PM and the APM, as well as the resumes of initial team of contract professionals (see list of required disciplines below) anticipated to be assigned in support of the initial two (2) CM Task Orders. Note: Contractor shall be aware that resource requirements may fluctuate throughout the life of this contract and therefore the contractor shall be prepared to adjust resources based on VA construction program requirements. 5.0. POSITION QUALIFICATIONS The contractor shall provide subject matter support services that meet or exceed the qualification(s) as defined below in performance of the services anticipated per this Performance of Work Statement. 5.1.0 Project Consultant Education: Bachelor s Degree in Engineering or Architecture from an accredited University. Educational requirement may be substituted by 14 years of directly related experience. Professional Experience: 10 years of experience as senior manager or technical advisor in field of construction programs including but not limited to the disciplines of architecture and engineering related to facilities (i.e., buildings and structures). Professional experience should also include strong knowledge of construction documents, as well as superior management and communication skills. Functional Responsibility: Provides project and/or construction management senior advisory support for complex programs or projects. Provides decisive direction in regard to business, technical and personnel management involving multi-disciplinary and diverse functional activities. Is responsible for the overall management, in terms of technical quality, cost and schedule. 5.2.0 Sr. Construction/Project Manager Education: Bachelor s Degree in Construction Management, Engineering or Architecture from an accredited University. Educational requirement may be substituted by 14 years of directly related experience. Professional Experience: 10 years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities. Professional experience should include strong knowledge of construction documents, as well as superior management and communication skills. Maintains records of project progress. 5.8.0 Fire Protection Engineer Education: Bachelors of Science Degree in Fire Protection Engineering from an accredited University. Professional Experience: 10 years of experience in engineering and life safety management for building structures. Knowledge with the application of NFPA codes and standards within the building industry, experience with analyzing building life safety design and shop drawing submittals and acceptance testing of all fire protection and life safety systems. Professional experience should also include ability to review and resolve engineering issues associated with construction and specification documents. Functional Responsibility: Provides decisive guidance and direction in regard to the management of technical aspects of Fire Protection Engineering and Life Safety related to building structures. Is responsible for the overall management, in terms of technical quality, cost and schedule. 5.9.0 Commissioning Engineer Education: Bachelor s Degree in Engineering or Architecture from an accredited University. Graduate of an accredited Trade School or formal apprenticeship program. Educational requirement may be substituted by 10 years of directly related experience. Professional Experience: 7 years of experience with the operation, maintenance and commissioning of building equipment and systems. Knowledge of equipment and system operating standards and practices, as well as standard preventive maintenance procedures. Professional experience should also include strong technical writing skills and knowledge with organizing commissioning documentation to facilitate and ensure the ability of the facility owner to maintain the building and associated equipment and systems in accordance with a reliable program schedule. Functional Responsibility: Provides startup, testing and commissioning services related to building systems to ensure owner of a fully functioning and operational facility. Gather, review and organize all equipment and system operating and maintenance procedure for turnover to client for future facility management. 5.10.0 Certified Industrial Hygienist Education: Bachelor s Degree in Engineering or Architecture from an accredited University. Graduate of an accredited Trade School or formal apprenticeship program. Educational requirement may be substituted by 8 years of directly related experience. Professional Experience: 5 years of experience with environmental management of facilities projects. Knowledge required inspecting job sites to assure compliance with EPA, OSHA, state and local regulations, as well as insuring compliance with job specifications and time schedules. Experience performing inspection of facilities, developing cost estimates of asbestos abatement, indoor air quality surveys and ambient air monitoring for the removal of lead-based paint in steel structures is necessary. Professional experience should also include technical writing and communication skills. Functional Responsibility: Provide Compliance Solution consultation services for industrial hygiene and safety issues. Typical tasks include OSHA style surveys, custom-made written safety and health programs, employee training, case review for litigation, and monitoring for air contaminants and noise.   Also, conduct indoor air quality as well as mold investigations.  5.11.0 Specification Writer Education: Associate s Degree from an accredited University. Graduate of an accredited Trade School or formal apprenticeship program. Educational requirement may be substituted by 8 years of directly related experience. Professional Experience: 5 years of experience in a construction and/or engineering work environment interfacing and coordinating with an A/E staff responsible for facility design engineering and construction requirements. Knowledge with specification software and technical background in interfacing with engineering and construction professionals required. Professional experience should also include strong technical writing skills. Functional Responsibility: Interpret architectural, engineering and interior design plans and prepare standards and workmanship criteria, material and equipment lists and specifications to be used as standards by contractors related to building construction activities. 5.12.0 Claims Analyst Education: Bachelor s Degree in Law (Construction) from an accredited University. Graduate of an accredited Trade School or formal apprenticeship program. Educational requirement may be substituted by 14 years of directly related experience. Professional Experience: 10 years of experience in construction claims analysis and negotiations. Professional experience should also include experience with day to day problem resolution of construction site management, technical and engineering issues. Strong writing and communication skills necessary. Functional Responsibility: Review project records, create logical interpretations about what happened, provide an analysis of how the work was performed, and assess responsibility for specific outcomes. In addition, construction claims analyst may assist in negotiating claims to either recoup the greatest compensation or to save the most money in resolving claims. 5.13.0 Sr. Estimator Education: Bachelor s Degree in Engineering or Architecture from an accredited University. Graduate of an accredited Trade School or formal apprenticeship program. Educational requirement may be substituted by 14 years of directly related experience. Professional Experience: 10 years of experience in construction of facility projects. Knowledge with detailed take-offs associated with material and labor items as related to construction activities required. Strong skills in math and spreadsheets also necessary. Functional Responsibility: Senior leadership and mentorship. Also, performs construction cost estimates. Makes quality take offs.
