Description
NOTICE of SOURCES SOUGHT Defense Finance and Accounting Service (DFAS) is seeking sources and capability statements for TSO Combined Support Services.� Responses from all qualified and experienced sources including small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and Women-owned small businesses are encouraged to respond to the Notice. DFAS is seeking to identify sources capable of providing information and technology specialized skills needed to support software development and maintenance of financial and accounting systems.�� These systems support the mission of DFAS in providing accounting and finance services to the Department of Defense (DoD).� Specialized skills in various software languages are needed to provide functional support for accounting systems, payment (entitlement) systems, assessments, consulting and program management oversight.� The ideal provider will have approximately seven (7) full time staff with verifiable experience and expertise in Automated Disbursing System (ADS), Common Business-Oriented Language (COBOL), Intra-governmental Payment and Collection Wizard (IPAC), Centralized Disbursing System (CDS), and Mechanization of Contract Administration Services (MoCAS) or equivalent types of similar systems. The mix should consist of six (6) Applications Developers (Journeyman), two located in Cleveland, Ohio and four located in Indianapolis, IN as described in Governmentwide Acquisition Contract (GWAC) General Services Administration (GSA) Alliant 2 or equivalent, and one (1) Applications Developer (Senior) for MoCAS located in Columbus, Ohio as described in GWAC GSA Alliant 2 or equivalent.� The type of work performed should focus on developing code in the programming languages listed below and resolving production problems, processing service change requests to include testing and implementing software changes. Applications Developer (Journeyman) or equivalent positions for ADS/IPAC and CDS require the following skills: C+, T-Ajax, COBOL, Unix System, TSO, Rexx, ISP, VSAM, CICS, IDCAMS, CICS WeServices, CA Librarian, HTML, JCL, CA-InterTest for CICS, JavaScript, JAVA, JAVA Beans, SQL, Oracle Database 10g or higher and PL/SQL programming, STRUTS, JDBC, Microsoft Access, CSSjQuery, familiarity with the use of version control tools (such as CVS, PVCS), and knowledge of the use of development tools like TOAD or SQL*Developer.�� Applications Developer (Senior) or equivalent positions for MoCAS require the following skills set: z/OS, Visual Basic, JCL, Storage Management, MS Office, CICS and supporting utilities such as Syncsort are required, Visio, COBOL, MS Windows, Assembler, REXX, and C++.�� The capabilities� statement should include recent and relevant past performance (last 3 years), including the contract number, dollar value, place of and period of performance, and scope of the work. Relevant capabilities is defined as having provided the appropriate scope of work in a DoD mainframe environment and demonstrating you have the appropriate type of skilled resources available or present to perform the required work in the location required.
