- NOTICE of SOURCES SOUGHT DFAS is seeking to identify sources capable of providing Defense Civilian Pay System (DCPS) technical support. �Responses from all qualified and experienced sources including small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and Women-owned small businesses are encouraged to respond. The ideal provider will have approximately forty-four full time and one part time staff located in Indianapolis, IN local commuting area who possess verifiable experience and expertise in COBOL, IDMS, and JCL programming and a couple who possess experiences with JAVA programming and COGNOS.� The mix should be two resources who possess senior level software engineer expertise, eight full and one part time resource with senior level systems engineer experience, twenty with intermediate level system engineer experience, seven with associate level engineer experience, six with associate level engineering experience with a testing expertise, and one documentation specialist. These individuals shall work performing these types of tasks in a COBOL mainframe environment: Requirements Analysis & Technical Design Activities Development of Code (programming) & Testing Micro-Application Development Production Control Configuration Management Audit Support The capabilities� statement should focus on providing recent and relevant contracts (last 3 years), including the contract number, dollar value, period of performance, and scope of the work.� Relevant capabilities is defined as having provided the appropriate scope of work in a DoD mainframe (COBOL) environment.
