Description
The U.S. Army Corps of Engineers, Wilmington District, is seeking information regarding the capability and availability of qualified contractors to provide janitorial services of the Cape Fear River Locks and Dams facilities in Bladen, North Carolina. The Government will use responses to this Sources Sought synopsis requesting information from interested and capable sources to make appropriate acquisition decisions regarding the type of procurement to be used to obtain janitorial services for the Wilmington District.� The information provided must contain enough detail to demonstrate ability to meet the Government's requirement as described in the Project Information listed below. It is the intent of the Government to solicit and award a firm fixed price contract that will be procured in accordance with the FAR, DFARS, AFARS, and USACE Acquisition Instructions. The performance period is anticipated to be a base period �of twelve (12) months from date of award and four (4) tweleve month option periods. It is anticipated the solicitation will be a request for quote (RFQ) that will be evaluated using the Lowest Price Technically Acceptable (LPTA) method. The responses are for informational purposes only and do no obligate the Government or Contractor in any way. PROJECT INFORMATION: The contractor shall provide janitorial service of the government owned facilities at services for Locks and Dams #1, #2, and #3 (William O Huske Lock and Dam) on the Cape Fear River located in Bladen County, North Carolina.� These facilities are operated and maintained by the US Army Corps of Engineers, Wilmington District.� Janitorial service includes trash collection, disposal, and cleaning of the interior and exterior of public restrooms, picnic shelters, picnic tables, impact areas, grounds, roads, walkways, parking areas, fishing piers and surrounding areas.� Each of the three locks and dams has public recreation facilities including a restroom building, picnic shelter/s, a boat ramp, public parking areas, and shoreline areas open for fishing.� Lock #1 has a wooden fishing pier. The Contractor shall provide all planning, programming, administration, management supervision, maintenance of accurate and complete records and files, quality control inspection, personnel, materials, supplies, parts, tools, equipment and vehicles, except as otherwise provided for herein, necessary to perform required services. After award and before beginning performance, the Contractor shall furnish samples of all cleaning supplies and related materials proposed for use under this contract to the Contracting Officer�s Representative (COR) for approval prior to use.� Samples shall include but not be limited to, the following items: soaps, detergents, disinfectants, insecticides, deodorant, chrome polish, refuse container liners and toilet tissue.� Cleaning supplies and related material may not be heavily scented or perfumed.� All cleaning supplies shall comply with Centers for Disease Control (CDC) and the Environmental Protection Agency (EPA) guidelines on cleaning products and schedules to prevent the transmission of the COVID-19 virus. SUBMISSION REQUIREMENT: Interested parties are invited to provide the firm's capabilities, consisting of appropriate documentation, literature, and brochures, and be no more than 10 pages.� Information should include: �Firm's name, address, phone number, email and point of contact, CAGE Code, DUNS number, and proof of an active SAM registry (www.sam.gov ); �Capability to perform services mentioned above; Identification of the company�s size status (large business or small business).� If small business, submit proper certification (socioeconomic status, such as 8a, HubZone, Woman Owned, Service Disabled Veteran Owned); and Provide the following information on your three (3) most recent contracts for projects of similar size and scope you have performed. � � � � � � �a. Contract Number, date and amount of award, date of completion. � � � � � � �c.� Was your company the prime or a subcontractor? � � � � � � �d.� �Description of items/services provided under the contract. � � �5. If your firm has never contracted with the Federal Government as a prime contractor, or as a subcontractor to a prime Federal, provide the above information on your three (3) most recent contracts for projects of similar size and scope you have performed for commercial and non-Federal government customers? IMPORTANT:� Responses must be limited to no more than 10 pages.� Submission of a Capabilities Statement is voluntary and not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This sources sought notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor is there entitlement to payment of direct or indirect costs related to or arising out of responding to this sources sought notice. Respondents WILL NOT be notified of the results of the evaluation.� Statements that do not meet all requirements or submitted within the allotted time will not be considered.� Only electronic submissions will be accepted. �Do not send hard copy advertising or promotional materials.
