Description
The United States Department of Agriculture (USDA) National Agricultural Statistics Service (NASS) mission is to provide timely, accurate, and useful statistics in service to U.S. agriculture. NASS conducts hundreds of surveys every year and prepares reports covering virtually every aspect of U.S. agriculture including: production and supplies of food and fiber, prices paid and received by farmers, farm labor and wages, farm finances, chemical use, and changes in the demographics of U.S. producers. NASS uses satellite imagery to monitor agricultural conditions throughout the growing season over the entire United States and associated territories. Imagery uses are defined as but not limited to crop area and yield estimation, crop progress and condition, soil moisture, and disaster assessment. The agency relies upon both passive and active aerial and satellite-based remote sensing data and systems to collect resource information. Remotely sensed imagery is considered a critical source of resource information within the agency. The United States Department of Agriculture (USDA) National Agricultural Statistics Service (NASS) ��intends to issue a sole source contract to Next Tier Concepts (NTC) for the Google Cloud Platform � Google Earth Engine for a period of performance of one year. This service is specific to one contractor. This service is not available through any other business. The Google Earth Engine Platform will be provided to up to 20 NSASS users and is inclusive of all costs to the Government from the platform standpoint � including storage (upload and access to stored or derived data), access, processing, and dissemination. This workload will include Google Cloud Platform (GCP) services such as Google Earth Engine (GEE), Google Cloud Storage, Google Compute Engine, Google BigQuery GIS, Google Cloud AI Platform Google, Cloud Identity limited to ""Earth Observation�and Remote Sensing Workloads.�The contractor shall perform the tasks and complete the associated deliverables as described in the Performance Work Statement.�This procurement is being conducted in accordance with FAR 13.106-1(b) for purchases not�exceeding the simplified acquisition threshold, contracting officers may solicit from one source if�the contracting officer determines that the circumstances of the contract action deem only one�source reasonably available, exclusive licensing agreements. The NAICS code for this�procurement is 518210, Data Processing, Hosting, and Related Services (Application Hosting) and the Small Business Administration Size Standard is $35,000,000.00.� This notice of intent to is not a request for competitive quotes.� No solicitation document is available and telephone requests will not be accepted.� However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.� Responses must at a minimum address the questions below. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.� Responses to this notice are due on or before Friday, January 22, 2021, 3:00 PM Eastern Time to this procurement�s contract specialist, Jeanine Wallace at jeanine.wallace@usda.gov. Submittal Information: Please also submit a cover page which includes, at a minimum, the company�s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, e-mail address and a letter/memorandum from Google that states the company is an authorized reseller of the Google Earth Engine Platform. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Special Notice. � Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Prot�g� Program membership status), as well as the number of years in business should also be provided.
