- REQUEST FOR INFORMATION: NAVY CLOTHING AND TEXTILE RESEARCH FACILITY FLAME RESISTANT AND MOISTURE WICKING T-SHIRT Background:� The Navy Clothing and Textile Research Facility (NCTRF) is conducting a market survey to determine the availability of a flame resistant (FR) and moisture wicking t-shirt to be worn with the Navy 2-Piece Flame Resistant (2PC-FR) uniform in a shipboard environment. �After review of industry submissions, the most promising t-shirts may be down-selected and subjected to additional testing.� Successful t-shirt candidates may be used in future uniform procurements.� Description: NCTRF is conducting a market survey to identify a Berry compliant, commercially available, cost-effective, flame resistant, and moisture wicking t-shirt. The t-shirt color shall be black. The t-shirt shall be a short sleeve, crew neck, semi-fitted design available in sizes extra-small through 3 extra-large. The t-shirt materials must be capable of meeting or exceeding the physical and performance characteristics outlined in Table I (see attachment). Interested Parties: � To respond to the RFI, interested parties are REQUIRED to submit the following: A minimum of three (3) finished end items. Lead time for production initiation. Production ramp-up and monthly delivery schedule for a minimum of 1.2 million FR t-shirts (initial) with a follow-on requirement of 500K-700K annually. Unit cost broken down by quantity reflecting economies of scale. A product description, to include material description(s), identification of fiber blend (including fiber percentages), performance characteristics, production lead time, fiber production location, yarn production location, weaving/knitting location, finishing location, and illustrations/photographs with corresponding descriptive information that best describes the material and end item. Complete disclosure of chemical treatment if using topical finish and applicable Material Safety Data Sheets (MSDS) shall be submitted. Documentation and compliance for Berry Amendment, 10 USC 2533a, are required. Information which certifies that the finished product is composed of materials which have been safely used commercially or provide sufficient toxicity data to show compatibility with prolonged, direct skin contact. The finished cloth shall not present a dermal health hazard when used as intended. �Any additional physical property test data may be submitted but is not required.� Vendors shall provide a point of contact (POC), phone number, and email address. Submissions are limited to three (3) item styles per candidate. Initial item samples and required documentation submitted by interested candidates are due by COB 10FEB21 at NCTRF.� Information will be handled as proprietary and samples will not be returned.� Contact: POC for this request is Ms. Magdalena Mulherin, 508-206-2740, magdalena.mulherin.civ@mail.mil.
