Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Malvern Panalytical, Inc., located in Westborough, MA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a single source, for the purchase of a Malvern Panalytical, Inc., preventative service agreement for an X-Ray Diffractometer. The period-of-performance for this Malvern Panalytical, Inc., service agreement is as follows: Base Year- February 1, 2021 through January 31, 2022. Option Year 1-February 1, 2022 through January 31, 2023. Option Year 2-February 1, 2023 through January 31, 2024. The unique technical specifications of this Malvern Panalytical, Inc., service agreement for an X-Ray Diffractometer, are the capabilities of providing emergency visits, preventative maintenance visit in conjunction with the emergency visit, response within 96 hours during regular business hours, unlimited phone assistance, and a discount on parts per year on proprietary and specialized parts. The NAICS Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a size standard of $20.5. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Malvern Panalytical, Inc. for this requirement. Interested parties who can demonstrate they could satisfy the requirements listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by February 1, 2021. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted so that they are received at angela.hitt@nist.gov no later than 2:00 pm MST, Thursday January 28, 2021.
