Stewart E-mail: StewartVV@state.gov INL will not accept proposals beyond the closing time/date; unless it can be determined DOS mishandled the proposal. � GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT� Mission of the U.S. Department of State: �The U.S. Department of State (DOS) is the lead institution for the conduct of American diplomacy and the Secretary of State is the President�s principal foreign policy advisor. �The DOS� mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. � � Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): �INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. � � INL�s Office of Western Hemisphere Programs (INL/WHP) develops and manages law enforcement, justice sector, narcotics control, and corrections programs and contributes to policy formation on civilian security issues for countries in the Western Hemisphere. �INL/WHP is responsible for coordinating policy and programs with other U.S. government departments and agencies involved in anticrime and narcotics control activities, including the Department of Justice (DOJ), Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Homeland Security (DHS), Department of Treasury, and the U.S. Agency for International Development (USAID).� � Improving border security and combating Transnational Criminal Organizations (TCO) in Guatemala is one of INL�s top priorities. �INL managers have identified land borders as well as air and sea ports of entry in Guatemala as an area in need of immediate assistance. � � The purpose of this PSC is to fill the new position of Ports of Entry (POE) Advisor with INL-Guatemala (INL-G) at the Embassy Guatemala City. �The POE advisor will be responsible for assessing land, sea and air border ports of entry in Guatemala projects. �This POE Advisor will work under the direct supervision of the Borders Security program officer to complete assessments of Guatemalan land ports of entry, make recommendations to improve operations, properly secure the ports of entry and complete procurement processes needed to make recommended changes. The advisor exercises wide latitude for independent action, initiating movement within the assigned projects and executing planning under general supervision. �The advisor may coordinate directly with outside agencies, but does not represent the United States Government (USG). �Completed work is reviewed for timeliness and effectiveness.� DUTIES AND RESPONSIBILITIES:� Under the direct supervision of Counternarcotics and Border Security program officer or his/her designee, the advisor will perform the following duties:� � ��� �Conducts an initial physical assessment of all INL prioritized ports of entry in order to make necessary recommendations for assistance in both infrastructure requirements, technology, staffing, and processes. �Analyzes the current INL border strategy, formulates a plan of assistance and executes in a timely manner. �� ��� �Provides technical expertise to stakeholders on any issues involving border security, airport and seaport security operations, infrastructure and technology improvements and staffing deficiencies. � ��� �Represents INL interests and priorities when discussing efforts among the multiple stakeholders both internal and external to INL-G, the Government of Guatemala (GOG) and other stakeholders involved with border security and infrastructure improvement projects. �� ��� �Works closely with INL-G stakeholders and GOG officials on all projects to ensure collaboration, joint venture and investment into GOG facilities. �� ��� �Advises INL-G leadership (through the Counternarcotics Officer) in developing clear, accurate, and detailed requirements in order to ensure a comprehensive infrastructure renovation plan, recommendations for more efficient operations, technology improvements and staffing recommendations for GOG Agencies. �� ��� �Responsible for facilitating the flow of accurate and timely information among stakeholders, the INL Program Officers, and other Embassy and national stakeholders.� ��� �Coordinates with program/project officers and designated contractor representatives on all technical matters that arise in the discussions on the development of assistance projects. �� ��� �Monitors and documents all INL ports of entry projects for progress, timely completion, and sustainability to assure compliance with all agreed upon terms and conditions. Provides advice and insight to CBP Advisor and program/project officers to ensure that rigorous surveillance of approved activities is being conducted. �� ��� �Reviews performance in relation to established milestones and agreed upon terms of reference, including conducting progress reviews and providing appropriate feedback on status. Prepares progress reports and updates plans and schedules as needed. Ensures that the results support the achievement of the bureau�s goals and objectives to the INL-G Counternarcotics and Border Security Program.� ��� �Recommends approval, when required, for deviations from approved plans, schedules, and scopes of work, and based on the status and progress of all parties involved.� ��� �Helps identify and recommends solutions or corrective action to resolve any issues that interfere with INL projects in support of INL-G�s goals and objectives (in accordance with agreed upon terms of reference in any Letter of Agreement or LOA). �In those cases where problems cannot be resolved within the incumbent�s scope of authority, the incumbent is required to make recommendations to the Program Officer on appropriate corrective actions.� ��� �Oversees the revision of long range plans, goals, and objectives for the work as directed. � ��� �Work closely with GoG law enforcement organizations and have comprehensive understanding of law enforcement methods and techniques to plan, initiate, conduct and/or direct operations for the detection and identification of violators. � ��� �Enhances GoG border security and safety; combating the smuggling, and trafficking of aliens, narcotics, precursor chemicals and contraband merchandise. � ��� �Conducts conferences with trade stakeholders and answers inquiries on matters relevant to the importation/exportation of merchandise. � ��� �When required, perform the role of embassy Duty Officer per the rotation schedule for a week.� ��� �Perform other duties as requested and assigned that are directly related to this Statement of Work� � TRAININGS AND DISTANCE LEARNING COURSES� 1.�� �Complete the Contracting Officer Representative (PA296) distance-learning course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� 2.�� �Complete the Introduction to Working in an Embassy (PN113) distance-learning course through the FSI within six months of arriving at Post.� 3.�� �Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.� � PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS� The PoE Advisor will work out of the U.S. Embassy Guatemala City, in Guatemala, but will travel throughout Guatemala to work with, train, and advise Guatemalan officials on port of entry management, and monitor and evaluate policy implementation and training impacts.� � RELATIONSHIP� The Port of Entry advisor reports directly to the Counternarcotics Program Officer at U.S. Embassy Guatemala and will have close working relationships with the INL-G Deputy Director, Director, Counternarcotics Advisor, Aviation Advisor, and INL sections and offices in Central America (Guatemala, El Salvador, Honduras, Belize, Nicaragua, Costa Rica, and Panama). �This position must also closely coordinate with the U.S. interagency and Law Enforcement Working Group at U.S. Embassy Guatemala. �The Advisor will provide weekly updates to the INL-G Counternarcotics Program. � � COMPLEXITY� The Advisor must be able to review host country port of entry capacity needs and develop an assistance plan to address priority gaps; develop and manage relationships with multiple INL personnel, law enforcement units, and host government officials spanning the seven countries of Central America and Washington D.C.; ensure sustainability of projects through provision of planning, communication, and operational standards; and have the ability to integrate competing needs of partner nation law enforcement units into a coherent and comprehensive transnational approach.� � SCOPE AND EFFECTIVENESS� The Advisor performs a broad range of coordination tasks related to development of law enforcement capacity in a complex foreign assistance environment in Guatemala.� PERIOD OF PERFORMANCE� The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.� � MINIMUM REQUIREMENTS � � 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required).� 2.�� �Bachelor�s degree in international relations, law enforcement, criminal justice, humanities or related degree or 10 years of relevant professional experience.� 3.�� �At least 5 years of experience working at or between an official U.S. land port of entry or air, land, and seaports in a U.S. government or law enforcement capacity. �Ideally additional work experience overseas.� 4.�� �FSI level 3/3 in Spanish. �Reading, writing and comprehension. �Experience briefing in Spanish and English.� 5.�� �Mastery level knowledge in customs and port of entry operations, logistics and staffing.� 6.�� �Skillful negotiator. Demonstrated ability to function effectively in a high-pressure environment and meet quick deadlines. �� 7.�� �Experience with strategic planning, budgets and execution. � 8.�� �Excellent writing, communication and presentation skills. � 9.�� �Proven initiative and ability to complete a project from conception through implementation. � 10.�� �Ability to travel alone, some hours beyond the normal working day sometimes required, lodging might be outside of Guatemala City and without the normal amenities.� 11.�� �Must have knowledge of Microsoft suite of software, to include: Word, Excel, Access, and PowerPoint. �� EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors).� Offerors should cite specific, illustrative examples for each factor. Any additional words above the limit will neither be read nor scored.� � Factor 1: �Work Experience� � � � � � � � � � � � � � ��(30 points)� Demonstrated relevant experience in law enforcement activities, the implementation of established laws and standardized procedures, and the development of strategies that will help minimize illicit activities at official ports of entry (i.e. narcotic trafficking, smuggling, contraband, etc.) by host country government agencies in a multicultural environment. � Factor 2: �Supervisory Experience �� ��� ��� ��� ��� �(25 points)� Candidate has supervised and/or participated in a full range of inspection, examination, intelligence analysis and law enforcement activities relating to the departure of persons, conveyances, and merchandise at an official port of entry; has provided technical advice on enforcement activity, interpreted laws and regulations on a broad range of Federal, state and local agencies relating to the admissibility of people, cargo and conveyances; experience with the development, improvement and/or maintenance of ports of entry infrastructure.� � Factor 3: Program Management �� ��� ��� ��� ��� �(15 points)� Demonstrated experience in program management, has initiative to assess and prepare reports that contain valuable recommendations, suggestions for implementation and further evaluation. �Is able to quantify progress and provide additional guidance to overcome shortcomings. �Experience working with budgets and spend plans.� �� BASIS OF RATING: �Offerors who clearly meet the Minimum Requirements will be further evaluated based on scoring of the Evaluation Factor responses. �Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. �Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards.� � Written Evaluation Factors have been assigned the following points: � Factor #1 � 30 � Factor #2 � 25 � Factor #3 � 15 � Total Possible � 70 Points � � Interview Performance � 30 points � � Satisfactory Professional Reference Checks � Pass/Fail (no points assigned)� Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available, whether provided by the applicant or obtained from other sources. � � Total Possible Points: 100� � The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($89,505 to $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
