36C25721Q0341 0001 Locum Medical Technologists AMENDMENT TO COMBINED SYNOPSIS SOLICITATION SUMMARY OF CHANGES As a result of this amendment, changes to the Solicitation, and questions related to the solicitation are listed below along with the answers: ACKNOWLEDGMENT OF AMENDMENTS: The offeror acknowledges receipt of amendments to the Solicitation numbered and dated as follows: AMENDMENT NO DATE 0001: Deletes E.2.1. Signed Solicitation, No signed SF1449 is required; Deletes FSS verbiage in B.2 & B.3.2.2.; Posts Questions & Answers 01-29-2021 E.2 SUBMISSION OF QUOTE (FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL ITEMS): Para E.2.1. Deletes Signed Solicitation (No SF1449 is required with this Combined Synopsis) 2a. Para B.2 Schedule of Supplies/Services Deletes: as well as with the Contractor s FSS Schedule 621-I contract. FSS Contract is not required. 2b. Para B.3.2.2. Scope of work Deletes: as well as the Contractor s FSS Schedule 621-I contract. FSS Contract is not required. Questions and Answers (Q&A) Q.1: Whether companies from Outside USA can apply for this? (like, from India or Canada) A.1:Only SDVOSBs Registered within the System for Award Management can propose on this requirement. We are not accepting proposals from companies other than Service Disabled Veteran Owned Small Business (SDVOSB). Q.2: Whether we need to come over there for meetings? A.2: We do not anticipate pre-award meeting for this requirement. Q.3: Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) A.3: The no-personal service task must be performed at the place of performance outlined in the Performance Work Statement. Tasks cannot be performed outside the U.S. Q.4: Can we submit the proposals via email? A.4: Proposals must be submitted as outlined in the combined synopsis solicitation. Q.5: I could not find the SF1449 with the solicitation document. Is it good to respond without one? A.5: Yes. (See #2 above) Q.6: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 36C25721Q0341 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement? If possible can you please provide the most recent contract or task order number? A.6: This is a new requirement. Q.7: Annual billable hours for each job category? A.7: Please refer back to the combined synopsis solicitation schedule for the number of hours. Q.8: Bid tabulation from current award? A.8: This is not a FAR 14 purchase.  This is a FAR 12 and 13 purchase. If you would like a brief explanation of the award after the procurement process has been finalized you may request one. Q.9: Current annual billable hours? A.9: Please refer back to the combined synopsis solicitation schedule for the number of hours. Q.10: Current billable hourly rates? A.10: Please propose what you believe are fair and reasonable rates for this requirement.  The government may not disclose its estimate or those rates proposed by other vendors.  This is a violation of the Procurement Integrity Act. Q.11: How many employees currently work under this contract? A.11: This is a new requirement. Q.12:How much is intended to be spent once the contract is awarded? A.12: Propose what you believe to be a fair and reasonable rate for this requirement. That rate combined with the number of hours within the schedule will give you that total.  The government will not disclose its IGCE to those vendors proposing on this requirement.  Q.13: How much was spent (dollar value) on this service last year? A.13: This is a new requirement. Q.14: Who are the present vendors? A.14: This is a new requirement. Q.15: Is there a Prevailing/Living wage requirement associated with this project? A.15: Please refer to the solicitation to determine if there are any Service Contract Act requirements. Q.16: What is the current budget (spending cap) for the contract? A.16: The Federal Government will not release budget finance information or Government estimates for its requirements.  The Federal Government wants those vendors proposing on this requirement to propose what it believe to be a fair and reasonable for those services needed under this combined synopsis solicitation. Q.17: Reference PWS B.3.2.2. Scope of Work:  The work shall be provided in accordance with the terms and conditions of the statement of work, as well as the Contractor s FSS Schedule 621-1 contract.  Can the Government please confirm that a bidder must have a GSA FSS 621-1 schedule in place to bid this contract?
