Description
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to Raytheon Technologies Missile and Defense, 50 Apple Hill Drive, Tewksbury, MA 01876-1140, on a sole source basis, to provide Design Agent Engineering and Technical Support Services and spares and repair parts for FY22-FY26 in support of the Dual Band Radar (DBR) program. This follow-on acquisition continues performance of efforts performed on Contract N00024-19-C-5509 and N00024-18-G-5501 in support of Ship Activation, Industrial, and Operational Test Programs on CVN 78 and DDG 1000 class ships.� This follow-on acquisition will provide hardware services for system upgrades or redesigns, software services for Engineering Change Proposals (ECPs), product support, test equipment procurement, installation integration support, combat system integration testing, program management support, studies and analysis. Raytheon IDS is the only contractor with the requisite knowledge, experience, capabilities, and technical data that can meet the Government�s cost and schedule requirements.� Raytheon IDS has developed the DBR radar suite which is a single, integrated radar system combining the AN/SPY-3 Multi-Function Radar (MFR) at X-Band and AN/SPY-4 Volume Search Radar (VSR) at S-Band.� Raytheon IDS has additionally led efforts to design and integrate the MFR, back-end electronics, and the common array power and cooling systems for the DBR.� The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all responses received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.� The Government is not soliciting, nor will it accept, proposals as a result of this synopsis.� If a competitive solicitation is issued in the future, it will be announced via FEDBIZOPPS, and interested parties must comply with that announcement.� The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.� This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
