- THIS IS A SOURCES SOUGHT NOTICE, NOT A SOLICITATION OR OFFER TO PURCHASE. IT IS FOR MARKET RESEARCH AND INFORMATIONAL PURPOSES ONLY. This Sources Sought Notice is for, but not limited to: Small Businesses, Certified 8(a) Small Businesses, Certified Hubzone Small Businesses, Certified Service Disabled Veteran-Owned Small Businesses and/or Woman-Owned Small Businesses. The Department of the Interior (DOI) U.S. Geological Survey (USGS) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for water filters and capsules that meet or exceed the attached Brand Name Salient Characteristics of Pall 4270 Filter Disposable, 0.45um, Pack/20, approximately 180 per year, and, Pall 12180 Filter Capsules; Pack/50, approximately 360 per year. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, which has a Small Business size of 750 employees. All firms responding to this Sources Sought Notice should be certified in System Award Management (SAM) https://SAM.gov. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential ability to meet this requirement, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization, DUNS Number; 2) make/model of filter and capsule that meets or exceeds the attached Brand Name Salient Characteristics; and 3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of ability to sell/resell the brand name goods or the other than brand name goods from the manufacturer. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: 1) provide filters and capsules consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully deliver the brand name or equal to the brand name salient characteristics; and 3) implement a successful management plan that includes: compliance with the Government's tight inspection standards for acceptance and the Government's 120-day inspection and acceptance period. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.
