Description
This is sources sought announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses with special interest in seeking: VA certified Service-Disabled Veteran owned Business (SDVOSB); Veteran Owned Small Business (VOSB) and Small Business for small business concerns. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Your responses will be due by Friday, February 5, 2021, 3:00PM (EST) to the point of contact listed below. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, Network Contracting Office 6, and the Fayetteville Veteran Affair Medical Center located: 2300 Ramsey Street Fayetteville, NC 28301 anticipates a requirement to procure a Blanket Purchase Agreement (BPA) with 4 option years to a single Contractor for two Blood Gas/Critical Care Metabolite Analytical Instrument Systems using a reagent rental agreement. SCOPE OF PROCUREMENT: The preferred Blood Gas/Critical Care Metabolite Analytical Instrument System shall have the capability of performing and reporting the clinical parameters on arterial, venous, or mixed blood whole blood specimens. The analysis shall take place on a single instrument, cartridge and a single specimen. The preferred Blood Gas/Critical Care Metabolite Analytical Instrument System shall have a separate information (data) management computer system (middleware system) that electronically links to the testing instrumentation to automate information management. The middleware system shall at a minimum notify personnel of pending results, manage patient and quality control data, store records, and provide remote access to the testing instruments. The blood gas instrument(s) shall be able to perform the complete profile discretely by either direct or indirect (calculated) measurement and meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). The equipment must maintain or preferably reduce the overall labor required to accomplish the required testing by the laboratory and/or respiratory therapy. The equipment shall match or improve the turnaround time requirements and streamline all aspects of testing, thereby improving efficiency and productivity. The Contractor shall provide the facility with a continuously stocked inventory of reagents, standards, controls, calibrators, linearity material, supplies, replacement parts, disposables and any other materials required to properly perform tests on the equipment (both primary and back-up analyzers) such that equipment operations are not interrupted for the duration of the contract. These items shall be of the highest quality, sensitivity, specificity and tested to assure precision and accuracy. The Blood Gas/Critical Care Metabolite Analytical Instrument System shall have the capability of performing and reporting the following parameters at a minimum on arterial, venous, or mixed venous whole blood specimens on one cartridge using one sample: pH pO2 pCO2 Bicarbonate (HCO3) Base excess (BE) Total Carbon Dioxide (tCO2) Oxygen saturation (SO2) Total Hemoglobin (tHb) Hematocrit (Hct) Sodium (Na+) Potassium (K+) Chloride (Cl-) Ionized calcium (iCa++) Glucose Lactate CO-Oximetry - Carboxyhemoglobin (COHb), Methemoglobin (MetHb), Oxyhemoglobin (O2Hb), Deoxyhemoglobin (HHb), & Oxygen saturation (SO2%) Place of Delivery: Fayetteville VAMC FVAMC LAB 2300 Ramsey Street Fayetteville, NC 28301 The appropriate NAICS Code 334516 and the small business size standard are 1,000 interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract.
