- PRE-SOLICITATION NOTICE Identification Number:� N4008521B2506 Date:� 3 February 2021 1. Contracting Office:� Naval Facilities Engineering Systems Command (NAVFACSYSCOM, Mid-Atlantic, Public Works Department (PWD) Newport, Naval Station Newport, 1 Simonpietri Drive, Newport, RI 02841 2. Place of Performance:� Naval Undersea Warfare Center (NUWC), Newport, RI 3. Type Notice: This is a Pre-Solicitation Notice.� This Notice does NOT constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB).� 4. Acquisition History:� This is a new procurement.� It does not replace an existing contract.� No prior contract information exists.� On 13 January 2021, Naval Facilities Engineering Systems Command (NAVFACSYSCOM) Public Works Department (PWD) Newport posted on the on Contracting Opportunities website Sources Sought Notice N4008521B2506 for this procurement.� A market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms.� Because of the market research analysis, a determination was made to 100% set aside this procurement for all Small Business (SB) concerns.� The NAVFAC Public Works Department (PWD) Newport small business office concurs with this decision. 5. Eligibility:� The proposed solicitation action listed here is 100% Small Business (SB) concern set-aside.� The Government will only accept offers from small business concerns. 6. Project Title:� Replace Exterior Walkway 7. Project Description:� �Building 116CC is a 20,000 sf single story, concrete building.� An existing steel walkway passes over the south end of the building to connect Cunningham Street, on the west side (front) of Building 116CC, to Lay Street, on the east side of Building 116CC. This steel walkway has deteriorated to the point that it is no longer safe to use. The work includes but is not limited to the removal of the existing steel walkway, removal and provision of existing concrete landings and sidewalks, and provision of new fiber reinforced plastic (FRP) walkway.� Adjacent concrete landings have also deteriorated and need replacement in order to accept new anchors.� The Contractor shall use only domestic construction material in performing this contract, unless otherwise allowed by the Contracting Officer.� Contract duration:� 180 calendar days from issuance of Notice to Proceed (NTP) 8.
