- Point of Contact: Contract Specialist Monique Paano at Monique.a.paano@usace.army.mil US Army Corps of Engineers (USACE), Seattle District, is seeking interested business sources for a project titled: Fire Extinguisher Inspection and Maintenance at Chief Joseph Dam, Bridgeport, WA. Proposed contract will be a firm fixed-price service contract. The North American Industry Classification System (NAICS) code for this project is 541990, All Other Professional, Scientific and Technical Services and the small business size standard is $16.5 million. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work and is for information/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. Summary Scope of Work (SOW): Description of Services/Objective: Portable fire extinguishers must be inspected and maintained in accordance with regulatory standards including 29 CFR 1910.157 and the National Fire Protection Association�s Standard for Portable Fire Extinguishers (NFPA 10). �All portable fire extinguisher tests, inspections, maintenance, alterations and repairs performed shall comply with the latest edition of the NFPA 10 including all appendix chapters.� Anywhere NFPA 10 states �should�, it shall be taken to mean, �Shall�.� Contractor shall inspect, test, calibrate and service approximately 356 portable fire extinguishers, as required, in accordance with manufacturer, industry and statutory requirements in order to prevent premature equipment failures and to extend equipment life.� Scope of Work: The Contractor shall perform the following based upon type and size specific fire extinguisher requirements, contract specifications and requirements of applicable codes.� Functional areas include classifications ABC, CO2 and CLASS D fire extinguishers. �Monthly Inspection Annual Inspection Annual Maintenance 5-Year Inspection 6-Year Inspection Unscheduled Maintenance /Full Replacement REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: 1. Firm's name, address (mailing and URL), point of contact, phone number, email address. 2. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). 3. Three (3) to five (5) examples of past projects as the Prime Contractor for managing and conducting the inspection and maintenance of portable fire extinguishers in accordance with 29 CFR 1910.157 and the National Fire Protection Association�s Standard for Portable Fire Extinguishers (NFPA 10).� Functional areas include classifications ABC, Co2 and Class D fire extinguishers. Experience in the delivery of inspection and maintenance services of portable fire extinguishers in accordance with regulatory/federal guidelines.� Specialized experience to include support monthly inspections, annual inspections, annual maintenance, 5-year inspections, 6-year inspections, unscheduled maintenance and full replacement.� All submitted projects should be of similar size, complexity and scope completed within the last seven years. Examples should include the following information: a. A description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of each project; b. Description of experience demonstrating a managing and working knowledge of inspection and maintenance requirements of portable fire extinguishers as outlined in NFPA 10. 4. CAGE code and DUNS number. 5. Firm's Joint Venture Information, if applicable. All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response under this sources sought announcement. SUBMIT TO: Responses to the Sources Sought Announcement should be received no later than noon (Pacific Time) on 18 February 2021.
