Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Data Collection Services for the New Million Veterans Program DOE1 project Announcement No.: 36C24621Q0319 The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price Blanket Purchase Agreement for data collection services for a VA-funded research study assessing overall health, exercise, and diet among a representative sample of the New Million Veterans Program DOE1 nationwide. The research study design, as funded by the VA Office of Research and Development, involves a web-based survey data collection from prospective and enrolled research participants over four years. The potential contractor shall be responsible for coordination with the VA research team for the data collection effort and data storage beginning in 2021 and continuing on an ongoing basis. The total estimated value is $63,341.65 Market research has been conducted and it has been found that Carahsoft has an established online cloud survey cloud survey capability utilizing FEDRAMP authorized Qualtrics XP platform. This service allows for the customization of a currently approved VA online and secure cloud use software listed on a Federal Supply Schedule. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Department of Veterans Affairs Durham General Medical Research Department. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
