- In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "" Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements"". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. The United States Air Force intends to issue a solicitation for a Multiple Award Construction Contract (MACC)/Indefinite-Delivery Indefinite-Quantity (IDIQ) at Moron AB, Sevilla, Spain Pre-Solicitation Notice for Solicitation number: N/A A sources sought notice was posted to beta.SAM.gov on 3 September 2020 under �Multiple Award Construction Contract (MACC)� No Awards will be made from this announcement. Magnitude for the seed project is estimated between $500,000.00 and $1,000,000.00; upon availability of funds. The NAICS Code is 236220, Commercial and Institutional Building Construction Competition Requirements: Full and Open Procurement Method: Contracting by Negotiation Source Selection Process: Lowest Price Technically Acceptable Type of Contract: Firm Fixed Price, IDIQ The intent of this pre-solicitation synopsis is to notify potential offerors of a Full and Open Firm Fixed Price Multiple Award Construction Contract (MACC) Indefinite-Delivery, Indefinite-Quantity (IDIQ) for sustainment, restoration, and modernization for general construction projects in support of the 496th Civil Engineer Flight(496th CE). Construction projects to be performed under this MACC include, but are not limited to, new construction of buildings and structures, alteration and repair of buildings, structures, roads, grounds, roofs, specialty construction, utilities, demolition of structures and building and miscellaneous construction services including hazardous material waste removal (i.e. asbestos, lead based paint, etc.). Types of facilities may include administrative, industrial, maintenance, warehouses, communications, personnel support, recreation, lodging, medical, training, ranges, roads, etc. Lead or asbestos abatement may be required. Work may also include design/build from concept to full 100% design. In-house design capability or ready access to design capability is a must for projects under this MACC. Description of work will be identified in each individual task order. The Government intends to award up to five (5) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation using Lowest Price Technically Acceptable procedures, whereas best value is expected to result from selection of the technically acceptable proposal with the lowest total evaluated price. The duration of the contract(s) will contain a base period of five (5) years and two (2) � one (1) year option periods. The Government does not guarantee that any option period will be exercised. The MACC contract capacity is not to exceed $45,000,000.00 over a seven (7) year period.� Projected MACC task orders will range from $2,000 to $5,000,000 and will vary in project complexity, however each task will generally range from $20,000 to $3,000,000. While not routinely anticipated, contractors may be offered the opportunity to compete for task orders in excess of the maximum range at the Contracting Officer's discretion. The contract minimum guarantee for the MACC contracts will be satisfied through the award of a task order issued to all selected contractors for attendance of the mandatory post-award orientation in the amount of $500. The Request for Proposal (RFP) will be issued on or about�20 February 2021 with proposals due at least 30 days after issuance or approximately�22 March 2021. All documents will be in Adobe Portable Document Format (PDF) and downloadable from the Beta.SAM website located at https://www.beta.sam.gov. A free Adobe Acrobat Reader, required to view PDF files, is available for download from the Adobe website. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued. There will be no paper copies of the solicitation distributed. All solicitation information will be obtained through the beta.SAM.gov website. Pre-Proposal conference/site visit information will be provided in the solicitation. No response to this notice is necessary. This notice does not obligate the Government to award contracts and it does not obligate the Government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit any requested information and/or proposal. Any questions, Requests For Information (RFIs), etc., relating to the upcoming solicitation must be submitted in writing to the individuals designated in the solicitation. Telephone requests for packages, questions, RFIs, etc. WILL NOT be accepted. IMPORTANT NOTICE: �All prospective offerors must be registered in the System for Award Management (SAM).
