- The Department of Interior (DOI), National Park Service (NPS), Interior Region 1, North Atlantic - Appalachian (IR1), New England Major Acquisition Buying Office (NE-MABO), is soliciting quotations on a Full and Open Competition After Exclusion of Sources basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Contract Opportunities website at https://beta.sam.gov/search?index=opp. Quotation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS Code 238220, Plumbing, Heating, and Air-Conditioning Contractors, is $16.5 million. ***** Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. ***** This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your quotation will be contained in the solicitation documents to be issued on or after the date listed below. ***** Proposed Solicitation Issue Date: Estimated on/about February 24, 2021. ***** The NAICS Code for this requirement is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $16.5 million. ***** Title of Project: Quarters One Boiler Replacement, Springfield Armory National Historic Site (SPAR), Springfield, MA. ***** Description: The current Weil McLain Model 80 boiler in need of replacement was last replaced or installed beyond 20 years ago. It has a cracked hot water tube within and therefore is rendered non-functional. It needs to be replaced with like-in-kind parts and components for standardization of equipment and parts warehousing. The site currently as 5 of the same units for ease of maintenance and standardizing parts and repair practices. This project will be to remove and dispose of one of the two existing 521,000 BTUH Natural Gas Fired, Steam boilers in the basement of the Commandant's House (Quarters One) at Springfield Armory National Historic Site, then supply and replace with new like-in-kind of same or equal model. This contract will also include the installation of one new 5-inch cast iron service valve that is positioned atop of the boiler for isolation purposes. It will also include the disassembly of, the cleaning of, and the replacement of three circulator pumps for water circulation of the water. Two pumps are on site. One motor will need to be purchased to replace another. Contractor will also provide one additional pump for shelf stock. Contract also requires disassembly, cleaning, and replacement of gaskets where necessary, for steam condensate sumps. There are three total condensate sumps with float controls within that need cleaning, flushing, and re-installation of gaskets and covers. There are also three motor control relays that need to be replaced. ***** Type of Procurement: It is anticipated that a firm-fixed price contract will be awarded using Federal Acquisition Regulation Part 13, Simplified Acquisition Procedures The basis on which award will be made will include price, technical, and past performance factors. ***** Estimated Price Range: Between $25,000 and $100,000. ***** Estimated Period of Performance: The Contractor shall commence this contract within (10) ten days after the receipt of notification to proceed. They shall prosecute the work with faithfulness and energy and in a neat and orderly manner so as to complete the work under this contract no later than 09/15/2021. ***** Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. ***** A pre-proposal meeting may be posted and date/location will be noted in the solicitation. ***** All responsible sources may submit an offer which, if submitted in a timely manner, will be considered.
