- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a formal solicitation will not be issued.� This procurement is for the repair of the HC-144 Aircraft Composite Panel Repairs components. Solicitation number 70Z03821QL0000007 is assigned to this procurement for tracking purposes only and is issued as a Request for Quote (RFQ). Any offeror submitting a quote must be registered within the System for Award Management (SAM). The award will not be delayed in order to allow a vendor time to register in SAM. Award will be made to the offeror who meets all the criteria contained within this solicitation and associated attachments. This requirement will be satisfied using commercial acquisition procedures specified in FAR Part 12 in conjunction with FAR Part 13.5, and award will be made to the offeror who provides the Best Value to the Government. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2021-04. This acquisition is being solicited as a competitive total small business set-aside. The North American Industry Classification System Code is 488190. The small business size standard is $35 million. The United States Coast Guard (USCG) does not own nor can it provide specifications, plans, drawings or other technical data. All responsible sources may submit a quote which shall be considered by the agency. The Government intends to award an indefinite delivery requirements contract with a one year base period and four one-year option periods using the tradeoff process in accordance with (IAW) FAR 13.106-2 to the offeror whose quote represents the best overall value to the Government. All responsible sources are encouraged to submit a quote which will be considered by the agency. Only one award will be made from this solicitation. All quotes must contain pricing for the one (1) year base period and four (4) one-year option periods. Any proposal that does not contain pricing for all contract periods and for all line items may be considered non-compliant and may be eliminated from further consideration. The total duration of this contract shall not exceed five (5) years. The following documents are attached: Attachment 1: Schedule of Services Attachment 2: Statement of Work and attachments (A-D) Attachment 3: Terms and Conditions Closing date and time for receipt of offers is March 10, 2021, at 4:00pm EST.
