Description
The Federal Emergency Management Agency (FEMA) intends to negotiate on a sole source bases with Manhattan Associates Inc., 2300 Windy Ridge Parkway, Atlanta, GA 30395, as the only responsible source that can provide operations and maintenance support for the FEMA�s Logistics Supply Chain Management System (LSCMS). The NAICS code for this requirement is 518210. The LSCMS system was upgraded to the 2011 Manhattan Associates Commercial Off the Shelf (COTS) version which added system capabilities to take advantage of supply chain commercial best practices and replaced the un-integrated eTasker request system and the FEMA-IRRIS in-transit visibility system. FEMA awarded a previous contract to BAE Systems and Solutions, with Manhattan Associates acting as a subcontractor, to upgrade the LSCMS solution to version 2016 of Manhattan Associates� COTS suite of products. Due to completion of the v2016 upgrade, this new contract will only require the operation and maintenance services. FEMA�s Logistics Management Division has used Manhattan Associates Inc. COTS suite of products for all of its distribution centers and transportation, while simultaneously implementing upgrades. To accomplish the Agency�s mission and to leverage industry best practices, FEMA requires the continued use of the proprietary COTS solution and Manhattan Associates Inc. is the only company that can provide upgrades and the required support. Manhattan Associates is the proposed sole source contractor for this effort and is the sole developer of the COTS products currently in operation for the FEMA LSCMS solution. Manhattan Associates does not authorize other entities to support or resell its solutions. A sole source contract will allow the government to continue to use existing software and supporting hardware (e.g., scan guns).�� Due to previously awarded contracts, Manhattan Associates has modified its COTS product to fit FEMA�s business model. If FEMA was to award to another vendor, the new vendor�s solution would need to do the same customization. FEMA would also need to acquire a new cloud service provider, development of new training materials, retrain FEMA personnel, re-configuration and possibly procurement of all warehouse scan guns and printers resulting in substantial duplicative costs that cannot be recovered in the future. Further, the time it will take to issue a new competitive contract will cause signification disruption of this critical service. Manhattan Associates Inc. business model precludes it from authorizing resellers or maintenance partnerships and is the only entity that provides its proprietary COTS software solution which is why other alternatives will not currently work. A Firm Fixed Price contract with one (1) 12-month base period and four (4) 12-month option period is anticipated. It is the Government�s belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government�s intent to solicit and negotiate only with this source. This notice satisfies the requirement outlined in the Federal Acquisition Regulation (FAR) 5.201(b)(1), to publicize synopses of the proposed contract actions. In accordance with FAR 5.207 (c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the contracting officer.� Responses must be received no later than 5:00 PM, EST, February 24, 2021 to Karley.Hoyt.2@fema.dhs.gov.
