- This sources sought request for information is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. Any information submitted by respondents to this sources sought is voluntary. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The 60th Contracting Squadron ( 60 CONS)�is conducting market research to identify potential sources that can provide all reagents, testing systems, equipment, personnel, transportation, materials, supervision, maintenance of all equipment, training and all other items necessary�to perform Automated Microbiology and Antibiotic Susceptibility Testing at David Grant Medical Center, Travis AFB. Potential sources must be able to meet the requirements in the Performance Work Statement (PWS). Submission Instructions: Responses via email are due March 1, 2021 at 1:00 pm (PST) to Roberto Escobedo, telephone 707-424-7720, email roberto.escobedo.1@us.af.mil and must include the information requested below. Responses shall not be greater than 10 double sided pages (including all attachments). 1. Name of the firm, point of contact, phone number, email address, DUNS number, and CAGE code, a statement regarding small business or large business status and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience and capability of providing testing equipment in accordance to Appendix A of the PWS (indicate whether as a prime contractor or subcontractor) on similar requirements pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement for Automated Microbiology and Antibiotic Susceptibility Testing is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Air force can best structure this contract requirements to facilitate competition. 6. Identify any condition or action competition with respect to this acquisition. Provide that may be having the effect of unnecessarily restricting the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Recommendations to improve the approach/specifications/draft PWS to acquiring the identified items/services. No contract awards will be made from this notice and no solicitation is available on Beta SAM.gov at this time. In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however, participation in this effort is strictly voluntary. All costs associated with responding to this RFI will be solely at the interested party�s expense. The Government will not reimburse costs and will not be liable for any costs associated with responses to this RFI. Respondents will not be notified of the responses to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. All RFI responses will be used in whole or in part for determining the most effective acquisition strategy for the Automated Microbiology and Antibiotic Susceptibility Testing acquisitions or similar requirements. Requested information will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.
