- The U.S. Department of Housing and Urban Development (HUD) is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for access to web-based subscription services.� These services would provide access to designated employees of U.S. Department of Housing and Urban Development (HUD) Santa Ana Homeownership Center (SAHOC); Philadelphia Homeownership Center (PHOC); Atlanta Homeownership Center (AHOC); and the Denver Homeownership Center (DHOC).� The HOC offices need access to ownership and property information including owner�s name; address; lot size; assessed values; improvements and property characteristics for properties located nationwide; and obtain Automated Valuation Models (AVM�s), which are computer generated valuations of any particular property that will provide an estimate of value.� In addition to the contractor�s on-line service the HOC�s would need access to property detail reports; comparable sales reports; sales flag indicators; assessor maps; street maps; parcel maps; flood map information; MLS photos when available; current sales price data; document images; the Deed of Trust; legal and vesting; voluntary and involuntary lien reports, listing and marking activity, foreclosure activity, borrower and address activity, transaction history; historical and present value automated valuation capabilities; neighborhood information; and custom search facilities/capabilities. OTHER SERVICES WOULD INCLUDE LoanSafe Reports � Custom Reports Custom Market Trends Data Reports Negative Equity Share - the percentage of mortgages in negative equity Negative Equity - the number of mortgages in negative equity 90-Day Delinquency - includes loans that are in REO or foreclosure Pre-Foreclosure Filings - the number of new Notices of Default filed during the month Auction Filings - the number of new foreclosure filings during the month Foreclosures - the number of loans in foreclosure process REO - the number of real estate-owned loans Equity PCT - the percentage of equity in the property Median Sales Price - median sales price Loan Count - the number of loans outstanding No. of Sales - the number of sales during the month Median LTV - the median loan-to-value (LTV) ratio Stock - the number of homes in the geography� Custom Short Sale Data Reports Custom March & Append Data Reports (CMAS) File Conversion Data Reports using property records from county zip code, MSA to zip code, or Congressional District to zip code can also be ordered. Batch Reports by Orders Group The historical and present value automated valuation function shall include the capability to obtain AVM�s for any effective date specified (past or present).� The custom search facility shall include the capability to obtain unlimited individual sales data for any county, subject to a maximum of 25,000 records at a time (for example, from 1 (one) to 20,000 (twenty thousand) individual sales) for a given period (such as, the past week, the past month, the past quarter, or the past sales year, etc.). The facility will allow the user the ability to select specific search criteria contained within this sales data. The subscription service is optimized for the following web browsers: IE11, Chrome, and Firefox.� HUD shall have access to administrative billing and controls, the capability to specify user/sub-user�s data and product data, and the ability to discontinue authorized use once a pre-determined dollar amount has been reached.� The contractor�s on-line service shall include the ability of Contracting Officer Representative (COR) controlled administration capacity that will afford the monitoring and control of multiple individual/sub-user�s access (in excess of XX sub-users) to specific reports, and daily/monthly activity, as well as password reset. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to previous procurements are 519130; 518210 and 561450. Award will be made to firms NAICS that fits the U.S. Department of Housing and Urban Development (HUD).� There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to this source sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Background: The Current Contracts are all awarded to Corelogic under GS-23F-0032 (Task Order DU205NC-16-T-00009 (Philadelpia HOC); GS-23F-0020 DU205NC-17-T-00016 (Atlanta HOC); GS-23F-0020 (Denver HOC); and GS-23F-0020 (Santa Ana HOC).� General Description of Work: The U.S. Department of Housing and Urban Development (HUD) Single Family Homeownership Centers located in Santa Ana; Philadelphia; Atlanta and Denver HOC requires the ongoing ability to access property data information from a web-based data source that allows HUD staff appraisers, certain underwriters, and other divisional specialist to obtain specific reports from repositories of public, contributary and proprietary property data information, including present and historical values from Automated Valuation Models. The data information assists in the preliminary analysis of HUD staff appraisers to ensure the quality of appraisals and value conclusions support the FHA insured mortgage, as well as mortgage and borrower information used to support underwriting decisions, and quality assurance reviews to determine compliance with HUD policies and procedures to protect the FHA insurance fund.
