Description
Request for Information (RFI) National Care Guidelines BACKGROUND This is an RFI for a National Care Guidelines subscription-based program for the U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) ICE Health Service Corps (IHSC) Health Care Compliance (HCC) Division, Health Plan Management Unit (HPMU). As part of its market research, ICE is issuing this RFI to determine the estimated number of interested vendors capable of providing the below. The Government may use the responses to this RFI for information and planning purposes. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being issued to gain an understanding of interested qualified contractors who can provide the following: Web-based, stand-alone licensure subscription that must include IT support from vendor, that can save data for tracking trends and reporting, but excludes any input of Personally Identifiable Information (PII) Has >45,000 literature evidence-based references with accompanying evidence grades to show the strength of clinical recommendations and associated quick links (must be evidenced-based, not consensus based) Built in tools designed to promote care progression and optimal recovery course within the utilization review process Must be nationally recognized, independently published clinical criteria Must have policies to avoid any influence from device manufacturers or drug companies Annually screen editors and external reviewers for potential conflicts of interest (financial, intellectual, or institutional) Utilize benchmarks based on actual claims data Ability to share Goal Length of Stay across teams/other users Customized reporting features Free online learning management systems with real-world case studies Training and Implementation (workflow design and support) are included with license subscription at no additional costs Has official associate membership of the HL7 Da Vinci Project Includes two free vendor branded Care Guideline Certification to include course and certification testing with the subscription at no additional cost per term of the agreement. Has the capability for completing a comprehensive retrospective review for a hospitalization event within one entry Has the option of inter-rater reliability training Has renewable agreement with the ability to add or remove clinical guideline modules or products annually during option agreement renewal as needed per applicable fee schedule quotes Unlimited authorized sign-on users and covered lives with subscription Payor solution that brings all validated best practices to bear on all care decisions from inpatient admissions through discharge planning at no additional cost Must be able to save, print and PDF completed reviews within case files excluding PII Licensee may migrate from the stand-alone version of the Software to the Integrated version, or vice versa, at no additional charge upon notice to vendor. Upon such notice, vendor will provide Licensee with an updated Software Solution & Subscription Fee Schedule to memorialize this migration Software covered modules or products within the subscription shall be a defined and covered within the purchased licensure subscription as outlined in the annual license fee with option years for renewal and expansion as agreed upon and minimally should include inpatient & surgical care, general recovery care, ambulatory care, behavioural health care, and medical management. A training/testing environment will be included in the subscription. Workflow Support for utilization management (UM) workflow design to support program development RESPONSES: Prospective contractors who are qualified to provide these services are requested to submit the following information for ICE's review: Capability statement to include contractor's name, address, POC information (name, title, telephone number, email address, etc.), Company Business Size, Socio-economic status, DUNS Number Brief presentation that includes expertise in provision of government utilization management solutions using evidenced-based care guidelines that support utilization management/case management across the care continuum with evidenced based solutions, documentation, reporting, training, workflow design support, IT support, certifications, and other items as specified above Responses shall be submitted electronically to the Contracting Officer, Brittany Tobias via email at Brittany.Tobias@ice.dhs.gov and Contract Specialist, Jason King via email at Jason.King@ice.dhs.gov by February 25th, 2021 at 2:00 PM EST. ICE Office of Acquisitions (OAQ) will not provide responses to any comments or questions submitted. The total response package shall not exceed 25 pages. All submissions shall include in the subject line �National Care Guideline Solutions - (Company's Name)"". Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Late submissions will not be considered. This RFI is issued solely for information and planning purposes, it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, ICE is not at this time seeking proposals and will not accept unsolicited proposals. Vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The Government reserves the right to hold one-on-one meetings as a result of responses received from this RFI as part of its market research. Meetings may be held in particular with vendors who provide comprehensive responses to the questions posed.� In addition, there may be a need to seek further clarification from those respondent(s) identified as capable.� This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response. The Government reserves the right to seek additional information from those vendors identified with unique solutions that are determined to be beneficial to the Government. If a solicitation is released, information will be posted to the Department of Homeland Security (DHS) Advance Planning Forecast System (APFS) or the beta.SAM.gov Contract Opportunities website. It is the responsibility of potential vendors to monitor APFS or beta.SAM.gov for additional information pertaining to this requirement. Place of Performance: The subscription will be web-based and should include virtual and face to face trainings at the VA Financial Service Center, 7600 Metropolis Dr, Austin, TX 78744.
