- THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO LEXIS-NEXIS MATTHEW BENDER FOR ONLINE ACCESS AND PUBLICATION SUBSCRIPTION SERVICES The Department of Defense (DOD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) on behalf of United States Court of Appeals for the Armed Forces intends to award a sole source contract in accordance with FAR Subpart 8.405-6(a)(1)(i)(B) FAR 13.106-1(b) for this non-competitive action as follows: (B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.�� �WHS/AD intends to issue a sole source purchase order contract to Relx Inc., 9443 Springboro Pike, Miamisburg, OH� 45342-4425. The anticipated Period of Performance will be a 12-month base period with no option periods included.�� Subscription coverage period effective on the date of award.� The anticipated sole source award to Relx Inc. is to provide the United States Court of Appeals for the Armed Forces with renewal of �Lexis-Nexis Matthew Bender online subscription and access to print subscriptions that are copyrighted legal materials.� The publication cover topics, such as, federal statutes, U.S. Supreme Court opinions, criminal constitutional law, criminal procedures, forensic sciences, federal evidence, federal jury instructions, federal practice, and attorneys� medical dictionary.��� The required publication titles are listed on the Lexis-Nexis-Relx, Inc., GSA Schedule (GS-02F-0048M). � This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to be compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determine whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this Notice of Intent no later than 11:00 am Eastern Time on Friday, February 19, 2021 to Lionel Johnson at lionel.johnson2.ctr@mail.mil: no telephone communications will be entertained. The subject line in the email shall state �Response to Notice of Intent�---Lexis-Nexis Matthew Bender.�� � All information submitted should support the offeror�s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror�s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 519130 (Internet Publishing and Broadcasting and Web Search Portals) �with a Small Business Size Standard of 1,000 employees.
