Description
Fermi Research Alliance, LLC (FRA)�s Office of Project Support Services (OPSS) requires a wide range of professional project support specialist (PSS) services for project management, project controls, risk management, earned value management, and estimation support at Fermi National Accelerator Laboratory (Fermilab). OPSS seeks to establish indefinite delivery, indefinite quantity (IDIQ) subcontracts with multiple Subcontractors that can expertly assist FRA in support of site-wide project management, project controls, earned value management, risk management, and estimator support, on an as-needed basis, for various capital asset or operating funded projects ranging in size and complexity. Multiple Subcontractors are desired to provide skill depth to meet FRA�s needs across multiple projects. OPSS has a staff of 16 full-time equivalents (FTEs), which provides in-house support for a wide range of lab-wide projects. Examples of current OPSS-supported projects include the Long Base Neutrino Facility/Deep Underground Neutrino Experiment (LBNF/DUNE), Proton Improvement Plan 2 (PIP-II), Utilities Infrastructure Project (UIP), Compact Muon Solenoid Upgrade Project (CMS), Accelerator Upgrade Project (AUP), Linac Coherent Light Source 2 Project (LCLS-II), and Integrated Engineering Research Center Project (IERC). Historically the level of PSS work required varies over time during the project life cycle. The current and projected PSS demands exceed the PSS staff capacity, and outside services are required. FRA will hold a multiple-award competition to satisfy the need for professional PSS services for 5 years, starting in July 2021. This multiple-award competition aims to award an anticipated amount not to exceed $23.75 million in IDIQ subcontracts to firms that can perform PSS work under a labor hour task order IDIQ delivery method. By subcontracting with professional PSS Subcontractors, FRA intends to reduce the cycle time for PSS services, improve the efficiency and effectiveness of these services, reduce errors and omissions, and improve the overall management of various capital asset or operating funded projects.
