- Page 1 of 2 THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is NAICS 518210 Data Processing, Hosting, and Related Services; 3. Interested and capable Contractors should respond to this notice not later than 1:00 PM (PST) on March 3, 2021 by providing the following via email only to Sylvia Correa at sylvia.correa@va.gov Please provide the following: a) company name b) address c) point of contact d) phone, fax, and email of primary point of contact e) DUNS number f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small Business (SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in the attached DRAFT excerpt of the Performance Work Statement (PWS). Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar services to that as described in the attached DRAFT PWS. 4. SDVOSB/VOSB respondents. If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. 5. Required Services. Contractor shall provide Contracted Cancer Tumor Registry Services to consist of Abstracting of Cases, Case Findings and Follow-Up, and compliance with the industry standard of case completion for the following participating facilities: VA San Diego Healthcare System, (VASDHS), 3350 La Jolla Village Drive, San Diego, CA 92161 VA Greater Los Angeles Healthcare System, (VAGLAHS), 11301 Wilshire Blvd, Los Angeles, CA 90073 Please review the attached Draft Performance Work Statement (PWS). 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can provide the services, VA will set aside the underlying solicitation per 38 U.S.C. §8127. 7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Continues on Next page Draft Performance Work Statement General: The Contractor shall provide Cancer Tumor Registry Services for the (VASDHS) and the (VAGLAHS). Tumor Registry Services shall include, but are not limited to the following: a. Ongoing records maintenance, including completion of abstractions. b. Ongoing timely and accurate case abstracting and coding with 90% accuracy. c. Computer data entry (electronic patient record/VISTA Oncology package) of all cases. d. Meeting reporting requirements of statewide cancer registry, the American College of Surgeon s Commission on Cancer and the VA Central Cancer Registry. e. Maintaining credentials through the National Cancer Registrar s Association. f. Maintaining a cancer database that can be used to evaluate the efficiency of cancer therapy in the region as well as provide a base for epidemiological studies; and g. Maintaining patient and records confidentiality in accordance with the Privacy Act of 1974, complying with the terms of VA computer access security agreement, and other applicable government regulations h. Providing occasional consultative services both by telephone and possibly on site to assist sites in the accreditation process Contractor Responsibilities: The contractor is responsible for the following: Providing all necessary computer equipment for use at the Contractor s remote site(s), as applicable. Providing Cancer Registry function of follow-up as described in the Standards of the American College of Surgeon s Commission on Cancer (ACoS CoC); Facility Oncology Registry Data Standards (FORDS). These functions shall include computer input, data review and report generation tailored to the needs and/or specifications of the VA. Ensuring that contractor personnel functioning under this contract are Certified Tumor Registrars. Contractor shall verify its personnel s current certification status with the National Cancer Registrars Association and shall provide evidence to the Contracting Officer s Representative (COR) for all personnel working under this contract. Abstracting. The Contractor s abstracting personnel may perform the abstracting functions from a remote location(s) and shall comply with the industry standard of case completion in six (6) months after date of diagnosis. A list of cases completed shall be provided to the COR along with monthly invoices. Abstracting shall encompass the full and complete data set (required, optional and supplemental fields) to present a complete patient summary in the VISTA Oncology package; text field shall be utilized to document finds on Physical Exam, Scans, Scopes, Labs, Diagnostic OPS and Pathology, Collaborative Stage and AJCC TNM staging shall be performed on all cases meeting the criteria as established by SEER and the American Joint commission on Cancer, 7th Manual for the Staging of Cancer, in conjunction with accepted principles. Assisting, as requested, the VA in eliminating backlog of abstraction cases. Performing a random 10% quality assurance on all newly abstracted cases for compliance noting any deficiencies or non-deficiencies. A list shall be forwarded to the COR via e-mail noting any deficiencies or non-deficiencies. The VA San Diego Healthcare System (VASDHS) and the VA Greater Los Angeles Healthcare System (VAGLAHS) Cancer Committee will provide a quality review of this data. Correcting all inconsistencies found through any quality assurance review within 2 months of submission of inconsistencies, errors, warnings, or any other data quality problems at no additional cost to the VA. Compliance with all guidelines governing the accepted standard of registry operations, to include the American College of Surgeon s commission on Cancer, American Joint commission on Cancer, National Cancer Institute s Surveillance, Epidemiology and End Results Health Organization s International Classification of Diseases for Oncology, 3rd Edition, both current and future. Submitting signed VA s Confidentially Disclosure Agreements and forms as required for all contractor personnel to the COR prior to contractor personnel beginning work under this contract. --End of Sources Sought Announcement--
