- The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract with Lockheed Martin Rotary and Mission Systems (LM RMS) in Moorestown, New Jersey, in support of system engineering efforts for early start efforts, including the Combat System (CS) advance studies and planning, in support of the baseline development for current and future international partners employing AEGIS during� FY 2022-27. The anticipated contract will be awarded in or around calendar year 2022. The contractor must have expert knowledge of the International AEGIS Weapon System (AWS) baseline and all engineering support activities to include CS advance studies and planning, capabilities performance and assessment, refactoring of software code, initial software coding development, and laboratory facility designing in support of the baseline development.� LM RMS is the only contractor with detailed knowledge of and experience with the AWS design as configured aboard the International Partner AEGIS Class ships. The International Partner AEGIS customers have directed that LM RMS be the sole source provider for the above efforts in accordance with 10 U.S.C 2304(c)(4). For future requirements not currently covered by 10 U.S.C 2304 (c) (4), LM RMS is the only qualified source with the requisite engineering expertise and support capabilities to perform the required engineering support activities without significant disruption to the program schedule, therefore will be the sole source provider in accordance with 10 U.S.C. 2304 (c) (1). This announcement is published for information purposes only. Companies interested in subcontracting opportunities should contact Lockheed Martin RMS directly. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within the dates of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government to not compete this IDIQ and subsequent IDIQ orders based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
