Small Business Set-Aside: 8AN 8(a) Sole Source (FAR 19.8)
Description: The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Johnson Control Security Solutions for Intrusion Detection System and access control system alarm monitoring, maintenance, and service to the 31 currently installed components and systems at the 27 Naval Operational Support Centers. Johnson Control Security Solutions is the only source that can provide this requirement because they are the Original Equipment Manufacturer (OEM) for the Intrusion Detection System and all its replacement parts. As the OEM, Johnson Control Security Solutions owns all proprietary rights to the engineering data and detailed product drawings to their equipment and software for the Intrusion Detection System. Johnson Control Security Solutions does not have any distributors that sell the Intrusion Detection System or its parts. If the Intrusion Detection System is altered by using unauthorized parts, Johnson Control Security Solutions can no longer guarantee the functionality or that the Intrusion Detection System will meet Navy specification. A Single nationwide central monitoring site is paramount, which allows for the Joint Interoperability. It is critical to maintain uninterrupted current services as the protection of classified information and Government weapons is at stake. IDS are the only system used and installed throughout the Navy Region Southeast Area of Responsibility. In order to maintain interconnectivity, the required items need to match the already existing IDS and access control systems, which allows matching existing supporting equipment currently used. Johnson Controls Security Solutions is the sole provider of services, material and parts for the Intrusion Detection System Software. No other company can satisfy the governments need to continue providing Intrusion Detection System and access control system alarm monitoring/service due to Johnson Controls Security Solutions is proprietary equipment. The applicable North American Industrial Classification System Code (NAICS) code that these items fall under is 561621 Security system services, with a size standard of $22.0 Mil. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within one (1) calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
