Description

This requirement is to provide a subscription for online, full-text archival access to 33 peer reviewed scientific journals and the Freedom Collection for 16 NOAA Libraries (�NOAA Library Network�) and NOAA facilities without a servicing library (NOAA-wide access), as well as several monographic series titles for select library locations. Journal and monographic titles will be accessed through the publisher�s web-based platform called ScienceDirect. NOAA intends to award a sole-source contract to Elsevier B.V. under the authority of 41 U.S.C. 1901, using SAP up to $7M as authorized by FAR 13.500(a) and implemented by FAR 13.501(a). The contract period of performance includes a base period and four (4) option periods. The required subscription will provide access to titles from January 1st through December 31st of each year beginning in year 2022. See attached synopsis for additional details.
