Description: Market Research and Sources Sought Notice for information on capability and availability of contractors to perform new horizontal and vertical construction for USACE customer in the Florida panhandle. Project Title: FY21 Airman Leadership School Facility, Eglin AFB, Florida. The purpose of this Market Research and Sources Sought Notice is to acquire information on the number and capability of qualified firms interested in a prospective procurement of construction services at Eglin Air Force Base in Northwest Florida.ï¿½ This is a Sources Sought Notice, NOT a solicitation announcement.ï¿½ Accordingly, no contract award will result from this Sources Sought Notice, as it does not constitute a commitment by the Government.ï¿½ Responses to this Sources Sought Notice will be used by the government in making an appropriate acquisition decision.ï¿½ Construct a 14,910 SF sprinkler equipped facility consisting of a reinforced concrete foundation, structural steel framed, and sloped standing seam metal roof. Project provides fire detection and protection, all utilities, HVAC, communications, site improvements, landscaping, parking, and all necessary supporting work for a complete and usable facility. Facility will be designed as permanent construction in accordance with the Department of Defense (DoD) Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01.ï¿½ Air Conditioning: 60 Tons The cost of construction range is approximately $5M-$10M.ï¿½ Proposed construction duration of 540 calendar days.ï¿½ Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $39.5 million.ï¿½ Responses should include the following information and shall not exceed a total of eight pages:ï¿½ 1. Offerorï¿½s name, address, points of contact with telephone numbers and e-mail addresses.ï¿½ 2.ï¿½ Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women-Owned shall be indicated on first page of submission.ï¿½ 3.ï¿½ Bonding capability (construction bonding level per single contract/task order and aggregate construction bonding level, both expressed in dollars along with current available bonding capacity.ï¿½ 4.ï¿½ Description of capability to perform projects similar to that listed above, to manage subcontractors, to prepare and comply with various environmental and construction permits, and capacity to perform this contract in conjunction with ongoing construction contracts.ï¿½ 5.ï¿½ Describe projects of similar scope and magnitude as listed above that you have completed in the past five years and the quality of your performance.ï¿½ The past performance information should include project title, location, general description of the construction to demonstrate similarity to the project listed above, the Offerorï¿½s role (i.e., prime contractor, subcontractor, etc.), dollar value of contract, duration, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address).ï¿½ NO HARDCOPY RESPONSES WILL BE ACCEPTED.ï¿½ ALL RESPONSES WILL BE ELECTRONICï¿½and submitted in pdf format to the following email address:ï¿½Elisha.couch@usace.army.mil and Kimberly.L.Brackett@usace.army.mil.ï¿½ The subject line of the email shall reference the Market Research for number in the announcement and submittals are due no later than April 19, 2021.ï¿½ Electronic submittals will be retained for future reference; however, they are to be considered source sensitive and not subject to public disclosure.ï¿½
