Description
Title: Atwell Wetlands Well Drilling This is a Sources Sought Notice. In preparation of an upcoming procurement, Department of the Interior (DOI), the Bureau of Reclamation (BOR), Region 10 California Great Basin (CGB-10) Construction Acquisitions Office, Sacramento, CA, on behalf of the California Great Basin Construction Office (CGBCO)is conducting market research to determine potential sources for a project to Install a Well to supply water for the Wetland at Atwell Island Recreation Area. This announcement is open to small businesses, 8(a) Small Business participants, HUBZone Small Business, Woman-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The scope of work includes but is not limited to: 1. Drilling a test hole at proposed well site. 2. Design, furnish, and install a groundwater well. 3. Design, furnish and install pumps, motors and control panels for use with the new well. 4. Design, furnish, and install new piping from new the well. 5. Design, furnish, and install all electrical connections between an existing power pole near the location for the new well and the newly furnished pump, motor and control panel assembly. 6. Restore all disturbed areas created during construction, including: all areas around the new well, the area along the new piping, and all construction work areas and access routes. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237110, �Water and Sewer Line related Structures, Construction,� and the related small business size standard is $39.5 Million. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $500,000.00 and $1,000,000.00. The work is located at Atwell Island Wetlands Recreation Area, in Tulare County, near Alpaugh, California. Interested parties should include the following information in their response: (1) Company name and address (2) DUNS number and CAGE Code (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Company point of contact (name, phone, and e-mail address) (5) A positive statement of intent to submit an offer to a solicitation for this work as the prime contractor. (6) Evidence of recent (within the last three (3)) experience in performing work of a similar scope and magnitude. For each statement of evidence (limit to no more than five (5)), include the following: a. Contract/Project Number b. Customer/Client name (business or agency for which the work was completed) c. Project Value (dollar amount) d. Project period of performance e. Points of Contact (include phone numbers and email addresses) All interested sources shall submit the requested information electronically by e-mail to Contract Specialist, Robert Downing at rdowning@usbr.gov and copy Contracting Officer, Sarah Rall at srall@usbr.gov not later than 10:00 AM PST on 4/23/2021. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Submitted information will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by BOR to form a binding contract.
