Description
This is a Sources Sought Notice. In preparation for an upcoming procurement, Department of the Interior (DOI), the Bureau of Reclamation (BOR), Region 10 California Great Basin Region Construction Acquisitions Office, Sacramento, CA, is conducting market research to determine potential sources for a large construction project, BF Sisk Dam Safety of Dam (SOD) Modifications. The North American Industrial Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction. The Small Business size standard for this code is $39.5 Million. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this procurement is $100 Million - $500 Million. This procurement will require 100% performance and payment bonds. BOR intends to solicit this requirement using Federal Acquisitions Regulation (FAR) Part 15, Contracting by Negotiation. All types of businesses with the capability to fulfill the requirements briefly described herein are encouraged to submit responses. The worksite is located approximately twelve (12) miles west of Los Banos, California in Merced County. The principle components of work include the following: - Foundation excavation including dewatering efforts - Constructing shear key and downstream stability berms - Blasting and excavating approximately 850,000 cubic yards from onsite borrow areas - Processing and hauling excavated material for use as filter, drain, riprap, bedding, rockfill. - Developing and processing onsite borrow areas for production of 1.7 million cubic yards of miscellaneous fill for completion of downstream stability berms - Modifications to the concrete spillway - Removing and replacing existing toe train piping systems. Note: Work will be scheduled so reservoir restrictions will not be required, however the dam and outlet works will remain functional for normal operations during construction. The period of performance for this requirement is estimated to be between 750 to 1100 calendar days. Interested parties shall include the following information in response to this Sources Sought announcement: (1) Company name and address (2) DUNS number and CAGE Code (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Company point of contact (name, phone, and e-mail address) (5) A positive statement of intent to submit an offer to a solicitation for this work as the prime contractor. (6) Evidence of recent (within the last 10 years) experience in performing work of a similar scope and magnitude. For each statement of evidence (limit to no more than three (3)), include the following: a. Contract/Project Number b. Customer/Client name (business or agency for which the work was completed) c. Project Value (dollar amount) d. Project period of performance d. Points of Contact (include phone numbers and email addresses) (7) Single contract bonding capacity Interested sources shall submit the requested information electronically to Contract Specialist, Sarah Rall, via e-mail at Srall@usbr.gov no later than 12:00 PM PT on April 28, 2021. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Submitted information will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by BOR to form a binding contract.
