FEDBIZOPPS.GOV ANNOUNCEMENT:� SPECIAL NOTICE CLASSIFICATION CODE: SUBJECT:� Time-Correlated Single Photon Counting Module SOLICITATION NUMBER: NB732030-21-01011 CONTACT POINT: Brian Jamieson� Contract Specialist� Brian.Jamieson@nist.gov DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Picoquant Photonics North America, for the acquisition of a Time-Correlated Single Photon Counting Module, to be used by the Heat Transfer and Alternative Energy Systems group at NIST, Gaithersburg, MD campus. ***** Sole source determination is based on the following:� The components will be part of a system that includes laser heads and drivers from Picoquant and will be replacing units that are on loan from another laboratory. The system has been configured to use these components, and reconfiguring and relearning the system would create additional work and time delay on research being carried out in part by staff on a limited-term appointment. Substituting a module and detector from another provider would not guarantee compatibility with the remaining portions of the system, while the requested components from Picoquant are specifically intended for this. Importance: This requirement is essential to the laboratory's time-resolved photoluminescence capabilities. This requirement should not be sourced from any vendor other than Picoquant because any new equipment may not interface well with existing system components. Responsibility for the support of products from different vendors compiled into one system would not be clear, which could make troubleshooting more difficult and risk there being no remedy if they do not work well together. Negative Impact: If we were to switch to products other than the PicoHarp and detector from Picoquant, research will be delayed as the system is reconfigured, components may not interface smoothly, and technical support for the system as a whole will not be readily available, which could halt research and demand extra funds to remedy.������������������� *****The North American Industry Classification System (NAICS) code for this acquisition is 334516- Analytical Laboratory Instruments. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation.� Any questions regarding this notice must be submitted in writing via email to Brian Jamieson at Brian.jamieson@nist.gov.� All responses to this notice of intent must be submitted so that they are received at Brian.Jamieson@nist.gov no later than April 23, 2021 at 10:00 AM Eastern Time.
